Have they enabled pre-loading? Something odd is going on with steam for me. I have it pre-purchased, in my library, but it acts as if it isn't really there. If I go to the Store page, it still has the options for buying it. I did however get all of the TF2 items because of it, so I really do have it.

No preloading unfortunately.  There's always the option to buy games you already own, as you can gift them to others.

An admirable effort, but no. When I go to for example, Team Fortress 2's store page, it tells me that I already own TF2 in place of the Add to Cart button.

Pre-purchased games don't show up like that, but they should be in your list with the status of "Not yet released". It will only show up when you set the filter to "All games".

Pre-loading is definitely enabled now, though at 16 gig it's going to take a while.

at 3 mb/s downstream, thats certainly downloadable. And thats nowhere near the top for private connections here.
