Hmm. A lot more plausible, but I'm not quite sure I get the "revolt" thing. First of all, there's a huge difference between revolts and escape attempts; please don't mix them up or things will get confusing. Revolts, by definition, involve attacking your oppressors, not just running away. Anyway, if I understand you correctly they let a few escapees get away so that future rebels are more likely to run rather than go for the throat (so to speak)? That makes some sense, but I'd expect it to also encourage future escape attempts. Still, with a fifth of the population as overseers, I can see it being manageable. Expect some harsh morale, production, and population growth penalties, though. (I don't think propaganda would do much good - the propagandist has to have some kind of credibility for it to work - but subtle, low-powered mind control could do pretty much the same job.)

Oh, did I not put that in? Oops.

As for currency, it's useful for trade, which hasn't really come up yet, but it'll be important for colonies, and there might be NPC traders later on.

Yup.
They prevent frequent escapes by keeping a close eye on the peasants. They also make it clear that stupid attempts fail, as it were. Escape attempts have to be well thought out. Like, months of preparation, staying small, trust everyone. This keeps the amount and size of revolts down. It's all thought out.
Expect some harsh morale, production, and population growth penalties, though.
Fine. Well, fine as long as it's balanced, which I'm going to guess it would be.

What do you mean? That only clever peasants escape? Pah. Peasants are not needed for their brains but for their mindless muscle. Besides, most are recaptured. And then they can really be exploited! Zombie slaves for the win!

Wait a minute. How do they infiltrate the escapees if the peasants can't be mistaken for the chosen? (And how do they do such a good job keeping an eye on them that the only ones that get away are the ones they let go?)

I'm leaving tomorrow, so the game will be going on hold shortly. I'll try to get one last turn up tonight if Strife gets his orders in. The game should restart next Wednesday.
