Another way to get it is through a head injury; damaging the follicles can occasionally result in a decrease in melanin production.  Dramatic, to be sure, but if you want that skunk streak in your hair and don't want to deal with hair dye or bleach, nothing will express your commitment to fashion like a good old-fashioned concussion.

Well my point is that the main barriers to cosplaying as Matoi Ryuuko are going to be shame and lack of willingness to test public indecency laws, rather than the lack of physical resemblance to the character.

I remember a few weeks after the show aired there was a bit of a small incident involving a Ryuko cosplayer somewhere thanks to that. I think it was in Singapore or something, I forget. Old lady called the cops on her because of it.
