Other staged changes:
  • Clarify domain discount for Natural Tempered applies to critters and creatures
  • Clarify below-Petty tier prices
  • Clarify non-recursiveness of terraforming freebies
  • Cult requirement for future high priesthoods (co-creation is OK)
  • Monument cost is Common and not Lesser by default

Unrelated, in regards to required fauna/flora for mortals, what if the mortals in question are autotrophs or rely mainly on minerals?

Luka donates both his actions to the Department of Mortal Affairs. By Luka's reckoning, no God actually wears a hat, making mortals the superior creatures by default. Furthermore he donates the Hat of Creation to the department, insuring that they will have the power to remain independent from Godly affairs including the ability to reject Gongon as their patron (given that he is a cause of no small amount of trouble to mortal kind).
Oh well. It would have been nice

The Department of Mortal Affairs must remain independent for the good of all mortals, given that 90% of the gods really are apathetic or actively malicious.

Direct world actions are mostly terraforming the way everyone's been doing it; bureaucratically minded deities should instead go through appropriate departments/bureaus or friendly gods.

Appropriate flora/fauna will still be required to maintain a stable ecosystem in that case.

Probably not; what I see in-thread is already more or less how it's intended to go for public negotiations.

Edit: Nevermind. This is no longer relevant as I got the response already.

Edit 2: It occurs to me that I should confirm this something: Would it require movement to create the first continent/ocean for a plane? I am under the impression it would not because there would be no place to travel to yet, but I am not 100% certain of this.
