Should gun ownership rights belong to the original design, or should revisions create "new guns" with individual rights?

One design, one right - a gun and all its revisions only belong to one person at a time.
Each revision creates a new gun with rights different from the original.
I have no opinion.

ACTACTACT: SPOKANE bids on the following contracts:

Quote from: United Triad of the Adriatic #45
Offered: M25* Repeater
Accurate, high-capacity, quick to reload, and you have versions of the same gun already in service… Why not keep with what you already know? The M25* is more of the same, and more than capable for your fighting needs.
Quote from: Imperiosa Officers Club #46
Offered: M25* Repeater
The M25* is the market leader in both melee and medium-range engagements. Its intermediate round is both powerful enough to let you pick people from far off and light enough to be easily controlled in full–auto when up close. What’s more, unlike many guns on the market, the bayonet lets you reach out and poke someone in a melee too!
Quote from: Unknown Buyer #47
Offered: Sandman Pro M21
For jobs like this, what you don’t want is anything fancy. You want something reliable, dependable… like a high-quality revolver.

In the SPOKANE offices, the overworked intern responsible for going through the backlog of Sandblaster records realizes that the plans for the Sandman Pro M21 (also known as the NOPE Smasher M19B) have been misplaced. The error is hastily corrected.

Three shipments of M25* Repeater, two of the KG24-N1 “Vulture”, and five of 13.5x120mm AM ammunition are produced. Two new ammunition production lines are built and put to work producing yet more 13.5x120mm AM ammunition. This is all delivered to Paupertas, fulfilling the Paupertas Tank Hunters #42 contract.

Actx3 (pending confirmation that I am not outbid): KashKow Industries bids $280 on the assets of Gerhardt & Sons.
No one else has offered a contesting bid, so I think this is now ActActAct-able.

Winter, 1928.  Design Phase.

GM Note: please keep your weapon descriptions included in your post, such as in a spoiler with your company info!  I don't remember every detail of every weapon and I have to go digging when it's not readily available! T^T

The Kellogg-Briand Pact is signed in Paris, the first treaty to outlaw aggressive war.  Imperiosa declares war on Parvus and troops surge across the border practically overnight, overrunning multiple positions and making massive headway into the smaller nation's heartland.  Joseph Stalin launches his first Five-Year Plan and the average nonfarm wages in the Soviet Union fall by 50%.  Socialas troops continue making headway through Paupertas, and the fighting has moved from the rough mountain terrain to relatively flat and urbanized landscapes.  The Winter Olympics are held in Switzerland this year, the first time they've been separate from the rest of the Olympics (Norway's Sonja Heinie wins gold in women's figure skating).  Japan cracks down on filthy socialists and communists and more than a thousand people go to prison.

Occassio's government convenes for a private discussion regarding the future of the country's weapons manufacturing and what role that will play in the nation's defense.

It is now the design phase.  You may post a design for a new weapon or post a revision for an existing one.  New contracts will be posted and can be bid on next phase.

The two friends are a bit saddened by not getting their first big contract, but Dowers' new revision he's been writing up is ready to be implemented. Meanwhile Tommelson begins work on a small, simple pistol to branch out into other potential markets.

ACTACTACT:
Revision: LSR-28 (-$15)
Issues being addressed: 2. The fine inner workings (delicate to cut weight) are prone to jamming from nearly any amount of dirt, and disassembling the weapon can really only be done at an armory with the spread of specialized tools required.
Attempted solution: Steamlining and simplification of the internals to make it easier to take apart, as well as making it more resistant to debris entering the weapon.

Revision: LSR-28 (-$15)
Issues being addressed: 3. The straight-pull bolt is designed specifically to prevent mis-firings, but can be quite stiff to cycle and damn near impossible to remove for cleaning.
Attempted solution: The polishing and lubrication of the bolt and sheer area, paired with the addition of a Locking Lever that releases the bolt from the assembly of the weapon for easy maintenance and field-striping of the weapon. It is small and put on the left side of the bolt to keep it out of the way and unable to accidently be bumped and have the bolt be disengaged.

Revision: LSR-28 (-$15)
Issues being addressed: The joining of the two above Revisions.

Gun Design (-$100)
Name: Personal Protection Firearm - Model 1929 (PPF-29)
Type: Short-Recoil Operated Semi-Automatic Pistol
Ammo: 8x20mm
The PPF-29 is a design by Tommelson while Dowers was busy revising their LSR-28. Its a simple, but elegant pistol chambered in 8x20mm and is suitable for any personal protection needs. It has a total length of about 20cm, with a weight of just about 1.25lbs. It features a simple needle-point front sightpost with a deep V-Notch rear sight for quick and accurate target acquisition. It has a total magazine capacity of 10 cartridges with 1 in the chamber. It also has a double-action feature allowing it to be fired without the hammer being cocked by hand or recoil from the gun. Its max effective range is about 50m, but the sights are configured for 10m. The magazine release is a small flush button on the bottom left side of the grip, allowing for it to be quickly ejected with a press of the shooter's thumb, but being flush with the grip, allows one to comfortably hold the weapon without risk of an accidental magazine ejection. It also features a screwhole on the bottom of the grip for the attachment of a retainer loop (A small loop on a lot of officer pistols, allowing it to be tied to a person to make it harder for it to be lost, dropped, or stolen off of the shooter).

-snip-

Heads up, just so you're aware, one revision can fix only one issue.  So for $15 you can fix either the reliability issue or the stiff bolt, but not both.  In order to fix both in one turn, you'd need three revisions: one to fix reliability, one to fix the stiff bolt, and one to unify both revisions into the same design.

Each Shipment of Hammers will receive a payment of $46 ($15 profit). Each shipment of 7.65x40mm Ammunition will receive a payment of $10 ($7 profit). All parties are bound by this agreement once all six (6) items are committed to.

Each line below may be signed by a company to indicate their promise to produce one of the titled items. A company may sign multiple times to commit to multiple items.

KashKow Hammers:
