E: Incidentally, given that the Herman van Veen joke is now canonical, I suggest our capital should be called Nieuw Hilversum, as another one of his famous songs is called "Hilversum 3". (Hilversum is a town in the Netherlands)

Veenland, Pregame History Turn 5.

Van Veen was certainly ahead of his time in a number of his views, and Veenland became the worlds first 'socialist' country. One that was seen vastly differently depending on who you asked. Regardless, the Republic of Veenland, or Socialist Republic of Veenland as most outside the nation called it, was one that was able to chug along just fine. There was some difficulty keeping the economy afloat, mainly due to foreign interference with our trade, but our rich natural resources made us independent enough to go by without too much trouble, having highs and lows like any other nation. However, our ideology was not one that the leaders of Bolivia, Chili, and Peru were happy about, and viewed us with suspicion. Further, due to a certain treaty involving the pope that lead to the Spanish to claim our islands since before they were a colony of the Netherlands, they had a claim and cause for war. And as such, the varying unions and their leaders would come together to discuss what was best for our military to protect the country...

1. In the end it was decided that, as a island nation, our best defense was that of the Navy. The Steel Worker and Shipwright Unions were able to push forward the need for a large number of ships to trade our goods and show the productivity of the working class to the world while giving more hard working jobs and work for the many people of the nation. Of course, this not only expanded the merchant marine, but the proper navy, as ship after ship was produced by our skilled workers.

2. In the end, a balance was had. The army and navy would receive a slightly army favored treatment in the allocation of funding. The army had shown in the revolution that they were capable of defending the nation against even the most powerful of foreign forces, even if they needed to resort to unconventional tactics. Still, the needs of some of the more industrial unions would be met with a decent amount of funds to the new navy, as while the Navy wasn't as major a factor, they would be key in delaying and causing further problems for any invader, and provide work for varying union workers.

3. In the end, the Army would be prioritized. The many steelworking unions would do well to produce the materials to make cannons and guns, and further varying other materials of war. The Navy would only exist as a harassing force to disrupt supply for any invader, but to actually stop the invasion was not their goal, only soften it up so the Army could deliver the crushing blow. Every man would surely do his best against any invasion, and any invasion would be met with tactics of old, and tactics of the new, powerful army.

All things in moderation. We don’t want a weak army, nor a resentful one for that matter. But obviously as an island nation we need a functional navy. Also it’s the focus of the game, I guess.

In the end, the Army would be given a large amount of funding while we would get a still sizable but slightly less so budget. While initially the navy was set up purely to support the Army through transporting it to new islands or delaying, warning about and damaging an invasion force, the navy would eventually come into it's own with the support of the likes of Gustaaf ten Donkelaar, who would become the first leader of the Navy once it was properly set up. For his actions in the Revolution were the most Naval in nature, carefully and stealthily transporting Revolutionaries to and from the varying islands to cause problems for the British, along with him and his family having been sailors at some points in their life. When he came to power as the commander of all naval forces, he would do a number of structuring work and would soon alocate the majority of his funding to... And...

1. Helping the Shipbuilding Unions across the coasts, building up the drydocks of the country to be up to date and up to standard, able to build the most modern of ships both military and mercantile at speed only achievable by the Unions. This also indirectly helped the Steelworker, Rail and Merchant Marine Unions. It also contributed to the construction of a number of grand steamships later on which were a prideful display of Socialist Engineering and made the envy of South America.

2. Expanding the shipyards across the coasts to be able to produce ships of prodigious size and might worthy of our republic. This naturally meant that the larger marvels of Socialist engineering would need more hands to build their massive hulls, causing an increase in the workers in the Shipbuilding Unions. Naturally, this also helped varying more machine oriented unions dedicated to the finer work of machinery, as such became far more important to get right in such massive ships on the sea.

3. The training of our sailors. Naturally, this was imperative as just as the factories needed everyone to work as one, so too did a ship need everyone to work as one to achieve the goal of victory in the name of our Glorious Republic. This increased the time it took to train Marines and Sailors up to standard but it ensured that they were of adequate skill to be prepared for any task on the high seas or on the beaches.

4. Research. Many people of other nations had advanced idea's who were oppressed by the  bourgeoisie and never had the chance to show their intellect and idea's, and many geniuses were never able to get their potential due to improper education. By supporting a number of Teacher Unions and initiatives to attract people into the country to achieve a better education, and by extension be able to apply that knowledge to the innovation of a number of new technologies and discoveries.

5. The training of gunnery so that our sailors would be better able to aim their guns and hit an enemy, and we were among the first to adopt such things as enemy plotting cards as the Navy went from Wood and Sail to Steam and Iron. Of course, while hit percentages were still low, it was far greater than what most other navies could achieve with our efforts than it was before.    

6. The training of night fighting so that our sailors would become terrors of the sea and spread fear to our enemies as the sun came down. Naturally, this involved doing a myriad of new things, such as ringing a bell before firing so the gunners could close their eyes before the guns flash could cause their eyes to adjust to a brighter light. This also helped with target spotting in dark and to a lesser extent stormy seas.

7. Spreading the arms of our intelligence to that of other nations and their navies. Wars were won by intelligence, it was why the army did so well in our fight against Britain. As such funds went to find those of the working class or who were sympathetic to the proletariats struggle to quietly learn on what our enemy was doing, and by extension give us the information required to assist in their liberation. Be it the composition of their shores defenses, or their brand new ships.

The more I think about RR1,  the better the Intel pick (7) looks.  The fog of war was nutso.  Compare the batreps to what actually happened.  Ships were regularly reported as sunk that weren't.  Any way to mitigate that would be huge.

Given how long ship build times are in this system, finding out what ships were in the OPFOR's pipeline (before it was even trained up two turns later) would also be a major advantage.
