Imo, UK is a really good option. It's offensively and defensively balanced and has the best ratio of D-units to researchers (as you can use multiple researchers to minimize 1 rolls and breaches).

While Austrussia would give us more ability to project power, the lower security level would make us significantly more likely to suffer heavily in case of a breach. Or even infiltration if that's a possibility in this game.

Of the safe options: UK appears to be superior choice, even compared to Australia, which overdoes the defense a bit.

However, if we don't care too much about our nuclear test facilities blowing up. We could always take the highly aggressive fast and loose option of Russia. The lack of defense is troubling and our first breach could potentially cripple us for the rest of the game depending on how punishing they are.

UK seems good, research and a bit of help against breaches starting in the first place.

I like the Papal City though, already exposing possible anomalous activity to the public so something that needs to be contained right away, also we might be able to exploit it to remove... unnecessary... individuals from the world.

Not that I would advocate abusing anomalies.

Aye, will do. While the Votebox may seem arcane, it does a great job of keeping track of votes and just what has been proposed. Great way to not lose a specific proposal in multiple pages worth of discussion. I typically just quote the last post with the Votebox and remove the non-votebox bits when I wish to add/change it.

In regard to name, here's some accompanying lore:

After the fall of the SCP, Dark Phoenix formed from the ashes. The original SCP focused entirely on simply quarantining the unnatural. This misguided approach led to their ultimate downfall. Dark Phoenix is a splinter group of surviving members who follow a simple maxim: "When the world is dark, fight fire with fire, then light will prevail." This group of like-minded individuals has seen what lurks in the dark, and the failure the SCP has shown that the powers of man are no comparison and the only way to fight off the darkness is to turn it against itself.

Still very open to other names, just had a glimmer of lore for this one.
