you have to build actual boats for that (as an action). 1 point= 1 boat= 10 troops carried. Also, and I'm not telling you how to run your country, 19 points in offense will only get you an extra 2 troops worth of benefit (or 19% whichever is greater), so you're unlikely to conquer much with your 1 remaining point.
