Deployment
The northern theatre around Derboise
Squire 4 is to recon the area and provide intel to both the army and bombing squadrons in the theatre.
Squire 5 is to perform bombing missions in the theatre, picking targets based on intel provided by the army and squire 4.
Squire 1 is to perform air supremacy flights. Their main targets will be anything that is attacking Verusan aircraft. If no enemy aircraft but there are enemy Balloons, they are to destroy the balloons, if no aircraft or balloons, they will do recon.
Rook 1 and 2 are to perform artillery spotting

The Southern Island theatre around Basselton
Knight 1 and squire 3 are to perform air supremacy flights.
Knight 2 is to perform bombing missions on enemy naval assets.
Squire 2 is to escort rook 3 and 4.
Rook 3 and 4 are to perform artillery spotting in support of the defence of Basselton
This would be better if we want to abandon the center for a turn, which is probably a bad idea, but hey, if you want this go ahead.

I am against abandoning the center completely, we don't need to tick the army off at us and every time we drop a battlefront it annoys people.

I'm beginning to see that a major point of this game is that we'll never have enough to do everything we want to do. We could I suppose send one squadron of balloons but they'll get chewed up on their own and we need enough fighters both north and south to fend of a solid push from Kolechia as they could push hard either front.

We only have 8 pp, we can't buy 2 of the new bar shelves. Hence I put them to on the Emu and left the Rhinos with the older version, however your little disbanding tactic to get the pp to actually buy them isn't bad. But I would say at the least we should have a squadron on air superiority in the center. Maybe move squire 3? I have faith in the Emu.

I too have faith in the Emu. What I do not have faith in is the Emu's ability to be everywhere at once. With the way, the last turn ended with Basselton split down the middle the sky is going to be full of planes down there. They'll know we're going to send planes. We know they're going to send planes. But a single squadron no matter how effective can only clear so much sky. If the Emus are heavily outnumbered it won't matter how good they are enemy planes will get past them and wreck the other aircraft we have deployed there.

Also we need to build a case as to why the Ottomans want our stuff. What is it we're giving them again so I can write a proposed sales pitch.

Its not a bad plan, but there is one flaw. Swaping Camera's to another squadron costs 1 PP. I also personally would change Squire 3 to Air superiority. Otherwise, I like your plan quite a bit.

The most crucial thing an aircraft can do is destroy vital enemy targets with an accuracy and range that simply can't be matched by artillery.  An artillery barrage can't cut off a supply line or derail a train in the back field, but an airplane can.

The Emu is unique in that the gunner position is isolated from the pilot position and equipped with machineguns that cover a 360 degree field around the aircraft.  This reduces the need for support and gives a bomb-laden plane the ability to defend itself and complete its mission.  With each Emu able to fight off incoming attackers, it is a trivial matter to release bombs over vulnerable targets; in fact, the monocular sight in the Bar's Shelf-AABR allows even more accurate bombing than standard drops.

Alternatively, the Emu without the bombs is uniquely equipped to defeat more agile planes and down vulnerable balloons without dangerous attack runs.  The pilot is never distracted with reloading, and the rearward firing guns give the Emu the defensive capabilities that literally no other plane can match.

We humbly ask that you give yourselves the best chance for success possible and accept our proposal.

Buy the Emu.

Buy Verusa.

Ottoman proposal; as far as I can see, the Kol's will either give them balloons or their monowing, so our pitch should be targeted against those pieces of equipment.

I have two problems with your plan first is that the bomb racks don't come with bombs they're just space for more bombs and allow for more accurate dropping of bombs, bottled fury Mk1s must be bought separately. So in your plan you're sending Emus out on bombing missions with nothing to drop.

The second is that I worry how well a single squadron of Rhinos assigned to air superiority in each theatre is going to perform against the enemies new plane. In other words, I think the plan is light on air superiority fighters.

I like your proposed sales pitch but we're also supposed to give a pitch for the different pieces of equipment as well. I'll type something up if I have time later today.
