5-1-1 due to No Religious Unity and Monotheist Groups

Lack of understanding which factors in the debate get rolled upon. Even Luck activation couldn't salvage much there or in the personal intervention. We might have done better if we tackled local matters first.

Speaking of which, I still think A would secure good will. (Like learning enough personal stuff to not insult a major religious leader?) But I don't know what benefits might accrue from the remaining agenda to be worth the extra step. I feel like we missed a bonus in an upcoming war; I also feel like preserving religious freedom is worth the loss.
