What OS do you use? Win98?
I open png in WinXP SP3 Paint with no problems.

(I'm surprised. Though I haven't got a latest-version Windows at hand, a not-quite-so-latest one has .png file as a load/save option.  (Ninjaed!)

Unless it's that it's just the default that .png files open in something like MS Picture Viewer, or whatever it is called again. Then you need to either open MS Paint and use its Open dialogue or right-click the file and "Open with..." (details may vary, but both methods should follow reasonably logically) to force it.

Or, especially if they've completely hamstrung the Paint program or it's another issue I haven't thought of, just download GIMP, the one free (2D) graphics program that covers more or less everything that most people need to do, and quite a lot that they personally will never ever need but might be handy. Then spend a while just playing with it, because of the interface overload. But you're a DF player, so obviously not averse to that. )
