We pretty much need to hit the threes. I suggest that we leave the forces where they are and hope they hold, while putting one of each team on each three and telling our shuttle to load up on extra rifles to run the blocade to C2 and drop some rifles on our troops...

Nope.
Expense is about infrastructure, maintenance, resource cost, and more. Production lines is basically whether you have the manpower and industry to do so. Mostly a balance thing; wouldn't want people able to make 10 death stars by devoting 10 production lines to it.
I'm considering allowing the temporary production line given by a Production Credit to be given a design already held by another line, effectively doubling its expense for a turn. Though if I did this I'd definitely reduce the challenge reward to 1 credit, not 2.

And the ITC can't hold the radio as the radio weighs 2 CU and exceeds the ITC's individual weight capacity of 1 CU.

I, umm, agree with plan RF, but reserve the vote until there is an alternative, to avoid landsliding.

Can we fly past a partially occupied settlement, such as C3?

Yeah, we can extract our units at any time. No doubt the enemy also knows this. Still, if they don't we'll destroy two of their units, and if they do we'll have cleared our flanks.

Production credits can be saved.
And you can only extract units past partially occupied planets like Taricus said, and not send new Units or new designs.

Well that 3 was awful, basically made it so we still need to send both guns even though that is not possible at all.

You know what, the pistol is so terrible, I would say don't even send it.  It jams half the time, better to run or fight hand to hand if we get in close quarters.

I do intend to propose rocket launchers next turn. Either that or sniper rifles. Rocket launchers are an excellent way to build up to anti-ship defenses.
