Making a smaller, more accurate, longer range radar is another revision we should consider down the road.

As it is, I am going with the overcompensator, because it could also be useful for a sub or cruiser later.

The Deadlier Ray should be good enough for basic gunlaying. And the Long Shot includes the targeting computer required.
Again, we still need something to process the data the RADAR system gathers.
That's what we'd be creating in this revision. We have the radar, we have the gun, we are creating the bit that goes in between.

Okay, so you can understand my confusion, given that you just said

Basically, the collective plan generated by a few of us Discord people involves defending our shores now, and making a multiple-turn push to develop background techs for guided missiles of the anti-ship variety, allowing us to use the crazy amount of air power we have to drop useful items on their ships. Like a Fire Flower, but more !!FUN!!.

Yes, and it's a bad plan.

It relies on the enemy not doing anything for several turns, while we work on guided missiles, which in this era will be terrible.

Besides, it's not like we need missiles to drop stuff on their boats. Anti Air is still primitive enough that standard dive bombing and torpedoing works.

SO, the difference between the RTS-41 and the ATC-41 is that the first focuses in the interaction with radar, while the latter focuses on being applied to all our cannons?

That's the intention yes.

One focuses on making the best 300 mm cannon, the other focuses on broad improvements.

hard to decide. They both have very good points to make. A broad artillery accuracy bonus would be nice, although proper radar gunlaying is also great. ( and if with a good roll it applies also to other stuff that has access to radars, it allows night action). On the other hand,  the overcompensator radar system has a good chance of being overcompensator only, while the targeting compurer advances our computation ability.

If we're going to sacrifice the sea so hard, we need to push forward with air invasions, then it won't matter if out coastal defence is not up to snuff because we'll be fighting them on land.

I can see the appeal of making all our artillery better, but I think the Overcompensator's shore-defence role is sufficiently important that it merits the specialisation.
