That seemed to be detecting radar stations, not opposing planes, and they may or may not have radar stations at sea when we're under air attack.

They dont have carriers.  At all.  All they have are ships.  Our Stingers do just fine against their falcons, and the Haast hasn't even been proven yet.  We were able to scramble in time last year, and even then they purposefully used their planes as distractions because they realized we couldn't detect their ships.

The climb rate of the Haast is unspecified, only that it's slightly less manueverable. 

I think the correct decision is to make ship detection a priority.

They still have a major naval advantage though. Right now our navy is basically half-finished, with a good capital ship and a really crappy convoy escort. We're still missing a lot of key roles, and if we want to catch up we're going to have to add more ships to our inventory rather than just continuing to make marginal improvements to the ones we've got.

Ship-Detecting Radar:
Existing RDN-2 systems have been improved. They can detect ships within 30km, and interestingly also draw a picture of the shore or other obstacles within this range. The range of detecting aircraft isn't any further, though.
