In-game rules will be provided that are likely going to be more relevant, given the nature of Bay 12's RP body, but I figured I should outline a few guidelines for unity's sake.
Character actions will be written in plain text, like so.
"Character Speech will be written in plain text with quotes, like so. This is to avoid a garish rainbow of colors; If you feel you don't stick out, it is permissible to title your post with the name of your character."
Character Thoughts will be written in italics.((OOC comments will be double-bracketed like so. I'm going to have three threads open for this already, so I'd prefer to avoid an OOC thread if possible))
RULES:
1)
The game will be split into four "Time Zones", each four days in length. The First Time Zone is the Free Time Zone. During this Time, You may intereact with other characters freely, plan murders, make friends, acquire weaponry if appropriate, and otherwise have a fairly freeform RP. Monokuma will also present the next motive during this Time Zone. The Second Time Zone will be the Night Time. During the Night Time, Players send in PM's to the GM outlining any special moves they may make, or otherwise, visiting each other for support or friendship. Once Night Time is complete, any non-secret actions will be posted in a story post in the main thread; any exposed Secret Actions will not be mentioned by me, though other players may mention the sighting during the next phase. The Third Time Zone is the Investigation Time Zone, wherein bodies are discovered, and a investigation begins. Players will scour the Station for Truth Bullets, which will be recorded and can be used in the next Time Zone. Other players will not be aware of a player's Truth Bullets unless told; and Players are well within their rights to lie. The Fourth Time Zone is the Class Trial Time Zone. During this Time Zone, all activity will be directed to the Class Trial Thread. Players and NPCs will use Truth Bullets to refute claims made by other PCs and NPCs. If a point is disputed, Monokuma can verify a Truth Bullet when asked. Before the Four Days are up, the Class must come to a conclusion, and everyone must vote to select a killer. If the killer is selected, a special post will be posted detailing their execution. If the class is wrong, the Killer wins, and the class is executed as a whole, as the Killer walks free. The Game is Over.

The Game can also be Over if/when the Mastermind is put on Trial. Be warned; the Mastermind will require you to present Truth Bullets proving his/her identity. If this is accomplished, the Mastermind will be put on Trial. If the class can then discover the location of the MONOESCAPE BUTTON, they win as a collective, and the Mastermind undergoes all prior Executions.

PLAYER CHARACTERS
MAY KILL OTHER PLAYER CHARACTERS. AS CAN NPCs. Please be cognizant of your statistics and your relationships with other players. Security must be a priority. That being said, if a NPC remains, a Player can swap over to control them instead if killed. Players who did not submit applications can also Assume Direct Control of NPCs, however they lose the right to create a customized character. Please apply swiftly!

Your Ultimate Talent will determine your statistics, within 1d6. Ultimate Sports Stars tend to have High STRENGTH and ENDURANCE (15+1d6) while also possessing low INTELLECT and PERCEPTION scores (5+1d6). Ultimate Academics are the opposite, while Ultimate Socialites have High CHARISMA and Average stats otherwise (10+1d6). Statistics add a +1 modifier on rolls per every 4 skill points, rounding down.

When two characters oppose an action, they both roll 1d25. The player with the highest roll then succeeds in the action. Characters who murder another character also must roll perception checks per each clue. Depending on the type of clue, the roll will determine not only if the killer notices, but how well they hide the clue. Some clues must always be visible, such as the body, and some clues, such as the Monokuma File, are guaranteed. Monokuma will make sure Trials are as fair as possible, but a high perception can make it quite difficult for the rest of the class to catch the killer!

No flaming. In a game with high PC death like this one, tempers can flare. I WILL NOT PERMIT THIS (OOC). While PCs hating one another in game is fine, flaming OOC may be dealt with harshly.

PC slots not filled will be filled with NPCs. Dead characters still take up a slot.
Suicides are totally welcome
Especially if they confuse everyone into thinking they're murders... Or vice versa.

Students are only permitted to read their own Student Handbooks, due to the fact full backstory will be posted there.
