Nah, I think it was more of an accidental reference to a rather heinous behavior known as "SWATting," where you deliberately call a false 911 call on an individual to cause a SWAT team to be called to their location.
What will you be charged with if you get caught for that? Prank phonecall, or attempted murder (or murder, if the SWAT team shot first asked questions later)?

It's considered terrorism, at least sometimes, and a 15 year old got 25 years for it.  It's a federal crime.

I partly agree.  We certainly criminalize too many young people

Still, he should have been convicted to 3 years juvenile, after which his criminal record should have been cleared at his 18th birthday.

That doesn't mean that you can't still keep him locked up in a psych ward after that, with periodical evaluation to assess if he is still a danger to society, or can be released. But that would be based off medical expertise, not criminal law.

Putting someone in jail is called lawful punishment, putting someone in a locked psych ward is called healthcare. International laws forbids lawful punishment for an offense committed by a minor past his adult age. International law does not forbid mandatory healthcare if a healthcare professional can convince a judge that an individual is a threat to himself or society.

We have executed minors here, I don't think we really care much about international law where we've got our laws in place, especially in cases where we don't even care much about our own laws.

The saddest part here is nobody considered the 25 year sentence for a 15 year old implausible, just excessive.

The thing about US prison sentences is that they rarely fulfill the entire sentence, but the decision of if they do or not is... largely based on basically the whims of a parole board. (profitability of them vs a new prisoner being shipped in is also probably a small factor as well) But that's also no guarantee, they may very well go the entire 25 years in prison. System is screwed up.
