I'm in; I'm probably going to submit a brain in a jar.

Can perks be used to break the level cap of an ability score? If so, by how much?

Is immobility an allowable flaw if I have telekenesis or a similar power to bypass it?

Do abilities start out at level 0 or level 1?

Do we get a basic attack, a basic defensive ability, and a basic healing ability for free, or are those the only kinds of abilities that we can have?

1. Yes. Precedent in Trespassers is +level to the cap. Alternatively, you might be able to add your level to the stat, ignoring caps.

2. This is a Fish question, but it would depend on if you were still overall less mobile than others, I think.

3. Level 1.

4. You get a basic attack OR heal, and a basic defense for free.

DD:
Omnus in general:
I'm not a fan of those resistance formulas.  Double or nullify RES, or add a stat to RES/nullify RES, but no multiplicative defenses like that.
Also, split the sheet into 4 and stat them individually.

Terrus:
Grow: Grow decays as it ticks down (i.e., if you have 3 stacks of Grow, the second turn it's 2 stacks of Grow, the third one stack.)

Pyros:
Change all the modifiers to SYN, fire is not a stengthy thing.
Basic Attack: You can't inflict a Status AND do direct damage with a Basic Attack without backing it with a Passive.
No Escape:No Escape will NOT track with an enemy and has a 2-turn cooldown.
Fiery Passion:No.  It only gives a stat modifier.  And it has a 2-turn cooldown.

Cryos:
Basic Defend can't have a counterattack in unless all it does is counterattack.
Gatling Snowball Machine:2d4+DEX per enemy tile, can only hit one enemy per column of fire, has a 1-turn cooldown.
Pain Rain:I do not like this formula.  2d4+DEX  Also, give it a 2-turn cooldown.
Cold Embrace: No, it only does 2d4+DEX/turn, and there's a flat cap of three turns. She must focus on this to maintain it.  Enemies within make a CON save to avoid stun each turn and attack the hand.  If they beat a flat 2DEX, they break it.

Sabaros:
Basic Attack/Defend: I've said it before I'll say it again, pick either the status or the damage, or back it with a Passive.
Void Beam: If it's dealing Pure damage, this is an acceptable calculation, otherwise, it's kinda underpowered.
Light Beam: 2d4+SYN, and then next level you can add a chance to Blind.
Balance:No.  Just no.  Kill it.  Entirely too OP.  If you want to keep the theme, equalizing HP numbers between Sabaros and an ally might be a thing.


Elf:
You have one Perk, you do not need a Flaw with it.
Energy Overcharge is a malus to the enemy roll, not a flat failure, or make it not do damage.
Circuit Disruption is a SYN v. SYN challenge, and does no damage.


Darth Jefe:
Spydric Grimoire: That's, like, never going to be useful, ever.  Just have it give a flat bonus to rolls involving alchemy.  I assume she's going to craft things.
Heighten Sense: Again, this really doesn't make much sense to have as written.  Maybe, Arane can pierce stealth if the enemy is on the ground and moves.

IMPORTANT ANNOUNCEMENT: Please separate gear bonuses from your base stat, if you have been including them.  Conversely, please include gear bonuses as an addition to one's stat if you haven't been doing so already.
