Uriah Olivier, a fifty-year-old solid brick of a man, crosses one leg over the other as he sits in his chair.
"Governor Dew, if you've got military aspirations I'm going to need information, because both of the things you propose have the potential to be serious commitments. Our neighbors, how much do they have in the way of military forces? If Ohio has any of note, fighting all the way into its middle would be a serious commitment and involve quite a bit of occupation and extension. If Pennsylvania has any serious military capacity, Pittsburgh would be a hell to try to crack. I might suggest advancing south towards Greensboro and Durham instead; they aren't far, and neither one is truly massive, but if we take just one that's still an increase of a quarter million or half million with both, even more with the land between, in a state we've already made inroads into. But without military info this is all speculative and any action could be a failure."

I do see what your point is. But two things. Pittsburg is controlled by the Steel Giants. Essentially a gang that took control of the city after the war. Mostly unorganized, we can deal with them. Columbus is currently controlled by the Kingdom of Central Ohio. They control about half of the original State national guard, plus 10,000 volunteers and conscripts. We have not enabled conscription, which could increase our forces by at least 20,000. Overall, we should be well prepared. I can produce a map to show what is happening.

Also, in the absence of the Secratary of Defense, I will make the choice of enabling conscription. All men ages 18-26 will put on a list, and 1 out of 20 men will be picked out of the list. The draft will happen only in wartime, though, or prior to wartime. Also, I will also be in charge of mobilizing the military in times of need until we get a Secratary of defense.

"I do hope you'll still take my input on military situations before we get involved in them. And yes, it would be extremely useful to have that map. What are we looking at in terms of potential enemy military in northern North Carolina?"

Yes, troop movements will be all you. Also, North Carolina is divided into 2 areas. Part of it is apart of South Carolina, called the Carolinian Confederation. The other one is called Raliegh, and it comprises of Raliegh and areas surrounding it. Military power is not very well known.

It would be great if you would send spy's into the Kingdom of Central Ohio. Get any info about the kingdom.

I agree with this statement, but where are we going to start? How are we going to revive the economy? Are we going to take the City of Pittsburg? A city full of old factories? Are we going to take Colombus, in former Ohio? We have to have a good plan. And to reach these goals, we must start off with one thing. Draft troops. Creating jobs and having a larger military, we can certainly prosper.
"I couldn't have put it better. Yes, military and economic strength will go hand in hand in the coming days. At home, we need to ensure that every citizen has a job and a roof over their head, and, abroad, we must secure the resources to make that possible."
"A gang-run city cannot support itself economically, and will require economic support. I propose we provide that, in exchange for tribute. Going to war with a gang will only lead to guerilla warfare; a military seizure of Pittsburgh would cost far more than buying it out indirectly. Our military's defensive focus should be on The Kingdom of Central Ohio. A kingdom stands against the American values that we must hold dear in this dark time; Democracy, Liberty and Freedom, but we cannot expand too fast. Mr. Olivier has it right, we must carve out what territory we can hold now."

"So... What do you guys need for information?
"Anything that would give us an edge militarily, economically or diplomatically, no matter how small. Troop movements, trade manifests and reports, scandalous documents. More than that, we need to ensure that our own secrets can be protected."

"Columbus is still a very major undertaking then just with the battle itself -- we'll need to train those conscripts before we send them out, and that isn't even counting the size of the campaign or the potential overexpansion afterwards. Pittsburgh actually would be a much better target, because it's closer and doesn't have an actual army defending it. Guerrilla combat... I can handle guerrilla combat, heh. I'm from the Northern Panhandle -- edge of the Commonwealth. During those unstable ten months, we had a few incursions and that's mainly how us mountaineers fought them off. Still, I would recommend trying to get intelligence on Raleigh's capabilities. An advance into Durham and potentially Raleigh later would be a boon and if they're largely a city state we don't have to worry too much about a battle... if my predictions hold true at least."

"Actually, here's a question for you. Which of our neighbors have been nuked?"

Kingdom of the Sesquehanna contains Balitmore. The Carolinas contain Charlotte, also hit. Same with Philadelphia.

The Lieutenant Governor, a young, bookish man in the corner, listens intently to the conversation for a minute, before speaking, sounding nearly accentless from his years of travelling.

"Gentlemen, while you are drawing up battle plans to conquer our neighbors, Virginia is crumbling. May I make the radical suggestion that we get our house in order before going to war?"
