Ministry of Graft and CorruptionDear Minister of Graft and Corruption, I am looking into my ministry budget to come up with plans to offset expense coming from my department.
We have concluded using some of taxes which all minister will receive soon will only cover part of our budget so I have ordered for manufacturing of weaponry which will be sold and our research labs to begin work on new inventions and weapons to patent and sell, if we do well I can secure my ministry income and transfer unneeded surplus into other departments unless it's needed to pay for new staff, constructions or designs. We also like to discuss a provisional budget soon.

Dear Minister of Truth, I am behalf of Ministry of Advanced Defence wish to ask if you be capable of using your diplomats to secure arms, research and trade deals on our behalf as your Ministry seems best suited for it. My department are currently manufacturing bolt-action rifles and munitions. If any breakthrough happen in our labs we are going to manufacturing them too. I currently assigned by best researchers to look into making vaccine for the measles, creating new armour and weaponry and advancing communication technology. These shall hopefully allow my department to generate income and to pass off good designs to other departments like vaccines for ministry of health to use.

Support ($6,000) - Medical services being in terrible state are concern for us, The Ministry hopes to provide 4000$ in funding to fix the situation.

Abstain - The Ministry believes this proposal is awfully expense to those seeking amnesty, we are willing to change our minds if such proposal would consider lowering the requirements.

Oppose - The creation of of treasury does sound appealing to us, but we can't condone seizure of our assets, however the Ministry is willing to negotiate on further matters.

Have Development division manufacture bolt-action rifles, munition and any design made from ATL or ICl labs.
Sell any products made in BEL labs as medical advances will be handy.
Any medical or security design will be given cheaply to other ministry to use.
Patent any designs are researchers manage to achieve.
Sell any manufactured things the Development division produce.
Sell rest of Assorted Goods.
Have our scientists spilt into teams to work in each lab.
Hire three Project Leads from aboard with small cash upfront and weekly wage of 80$.
Hire War hero from Trebon on as Joint chief of Air Corps, give him 2000$ upfront and set weekly wage of 120$ for him and all Joint Chiefs.
Raise Scientists weekly wage to 65$ and hire 98 scientists from aboard to work in our labs, make sure their screened so they wont leak secrets.
Hire 150 Tax collectors at 15$ weekly wage and hire 50 Auditors at 20$ who will run the numbers, they will transfer to any financial ministry when one is started up.
Have 300 Soldiers escort the Tax collectors, to guard them.
Have 500 Soldiers spilt into 5 100 man units temporary and patrol and scout the country.
Have Engineers and Technicians from other divisions assist in factories temporarily.
Have 600 Marines scout the countryside seizing any former monarchy property and buildings what has not yet to be found or taken by other ministries.
Hold joint drills between remaining Pilots, Soldiers and Marines who weren't sent out on any tasks.

BEL [Bioengineering Labs]:
Research into techniques for conception of human embryo outside of mother womb, by having several eggs removed from the ovaries and placed in Petri dishes,
sperm from males is used injected into eggs using precise instruments and if fertilisation is successful then the eggs are either frozen or transplanted into mother or surrogate body.
Research into creating a vaccine for Measles by using live strains and through processes of isolating the least virulent strains, targeted deletions in genes and mutagensis.

Research into creating a mechanical heart(pacemaker).
Research into composing of human genome.
Proposal The ministry of Advance Defence wish to set up additional taxes so as to help each ministry budgetary needs, we believe these ones are suitable and are very progressive taxs.
National Tax Levy Law - This law is set out ensure reasonable income is secure for government usage, it is subject to certain exemptions and will effect national and foreign corporative bodies and citizen of Apland.
Excise Act:
(1)This act sets additional tax on certain goods which are categorised as Mineral oils, Tobacco, Alcohol and Luxury goods such as below.
(1a)Mineral oils such as petroleum oil, liquid oil and such will have 10% tax added onto sale.
(1b)Tobacco and tobacco based products will have 5% tax added onto sale.
(1c)Alcohol and Alcoholic beverages will have 5% tax added onto sale.
(1d)Luxury goods are to be taxed at 5%.
Stamp Duty Act:
(1)Stamp duty is tax which taxes transfer and purchasing of property or shares and stock such as below.
(1a)Residential property buyers - first time property buyers are exempt, this is paid at 1% of the first 100,000$, and excess over 100,000$ is paid at 2%.
(1b)Non-residential property buyers - 0% is paid for property under value of 10,000$ while rising to 6% for transactions over 80,000$.
(1c)Stamp duty is also paid on transfer of shares and stock at 1% except for paper-backed transfer where consideration is 1000$ or less.
Motor Act:
(1)All vehicles are required to tax disc, to ensure that they are properly taxed, when tax is paid a updated disc is provided which will be inserted into front of vehicle.
(2)This tax insures the registered motorised and is able to be paid in three methods.
(2a)30$ per every three months.
(2b)55$ per every six months.
(2c)105$ per year.
This law is set out to provide government with taxation to ensure proper budget can be maintained and services can be carried out, tax collected is to be distributed between each ministry budget.
