Ministry of Graft and Corruption -> All other Ministries

As it stands Gentlemen the situation is untenable. We have uncontrolled spending, uncontrolled intake and every ministry works for itself. We have debts to neighbouring countries who might take this as a reason to go to war.

Salaries are around a quarter of pre-revolution rates and the most important Ministries, those responsible for Infrastructure and for Feeding the Population are running without any money right now.

Quite respectfully without wanting to reduce the rights and powers of your ministries, we need to form a working Treasury. The Ministry of Security is currently hogging the Goverments mint and press, the Ministry of Truth is running a deficit of about 4000$ a week.

Criminality is running at a deficit of 21.000$ a week. WE are crippling ourselves gentlemen. Thus let me explain the advantage of a Consolidated Treasury:

in short if we consolidate the Treasury we can not only pay all current Goverment expenses but we can also pay off a good third of our Debts AND Fund all currently unfunded Goverment Agencies.
This was just a very rough estimate of our current situation, there are a good several dozen income sources not listed because the money is flowing gods know where and at the same time there are expenses which have not been listed by various Ministries.
Minister of Truth i am quite aware of your dislike of giving the Provisional Treasury unchecked power for now. But exactly for that purpose my Minsitry exists, to prevent said corruption and graft. We have those Commisariat Squadrons for a reason.

We have only been in government for a little over a week, we have yet to see how well any of us can perform in our role, and whether or not any of us are sensitive to the lure of corruption.

As such I plan to oppose your proposal as it stands; I will not stake my ministry's our country's financial future on the heads of three people when those three people are not punished in any respect for favouring their own ministry in any and all tax budgets and reformations over the rest of us.

You may be able to investigate any suspicions of corruption, but what if there is evidence of such? You can't arrest them, and we must have at least half of our members vote to remove them before we can find a replacement. Anyone in such a position will try their damnedest to remain in a position of power within our government, and having access to allofourmoneyallofit will make that course of action very much easier!

Actions

Set up workshops in the minimum- and medium-security prisons in order to produce simple goods to sell, either domestically or internationally (like number plates for cars) in order to generate extra income. This work is mandatory as part of a prison sentence, as it (totally) allows prisoners to learn skills they can apply to the workforce when their sentence is over.

Assign 1 of the training officers and 9 of the brightest students to investigate the 8 unsolved cases. Training on the job!

Assign the remaining 7 training officers smaller class sizes in order to be able to train more efficiently. It will be slower, but hopefully allow us to get feet on the beat more quickly...

Look into selling some of the buildings the ministry controls, see how much they can be sold for.

Refurbish enough of the buildings to housing for the police and intelligence services, and make it about the same level of comfort they would be able to get in (very) low-rent accomodation. They will be allowed to stay here rent-free until the ministry is able to pay them better.

Look into how much money would be generated by refurbishing some of the buildings into low- medium- and high-rent accomodation for the populace at large, as well as how much it would cost to refurbish the buildings into each category.

Have the intelligence service examine the people on the list of loyalists for their wealth. Look specifically for those that provided material support to the previous regime, and... "encourage" them to provide the same support for the present government.

DISSIDENTS! Send 3 intelligence officers to vist each of the 2 dissidents house for a quiet chat. Don't let them know they're on a watch list, but try to find out what exactly it is that made them work against the government. Send other officers to visit their neighbours in a half-mile radius in order to make it seem legit and they're not being targeted. Tabulate the responses for everyone anyway, it may prove useful at some point.


Give control of one large building to the Ministry of Graft and Corruption, free of charge (unless it's the only one I have, in which case, 2 medium-sized buildings)

Proposal

Approach several large nations and international entities (UN, IMF etc.) about securing a loan for our burgeoning nation. By approaching multiple sources we can find a lender that will give us fewer conditions on how we spend the money, and secure an amount that we can actually put to use.

Actually, we expect to make between 6 and 10 thousand dollars in profit next week (as far as recurring costs and income are concerned).  This number will increase as we expand.  We do, however, expect to spend a considerable amount to expand our operations.

Unfortunately, I still cannot accept your proposal without explicit language detailing the way in which executive ministries can be held accountable for their actions.  How will you use your forces, and can you integrate their use into your proposal in a way that allows ministries to resolve grievances with executive ministries?

Also, can we discuss a provisional budget?  If we can get these issues resolved, the Ministry of Truth will support your proposal.

Dear Minister of Graft and Corruption, I am looking into my ministry budget to come up with plans to offset expense coming from my department.
We have concluded using some of taxes which all minister will receive soon will only cover part of our budget so I have ordered for manufacturing  of weaponry which will be sold and our research labs to begin work on new inventions and weapons to patent and sell, if we do well I can secure my ministry income and transfer unneeded surplus into other departments unless it's needed to pay for new staff, constructions or designs. We also like to discuss a provisional budget soon.

Dear Minister of Truth, I am behalf of Ministry of Advanced Defence wish to ask if you be capable of using your diplomats to secure arms, research and trade deals on our behalf as your Ministry seems best suited for it. My department are currently manufacturing bolt-action rifles and munitions. If any breakthrough happen in our labs we are going to manufacturing them too. I currently assigned by best researchers to look into making vaccine for the measles, creating new armour and weaponry and advancing communication technology. These shall hopefully allow my department to generate income and to pass off good designs to other departments like vaccines for ministry of health to use.

One thing I have noticed is we do not have tax collectors... Perhaps one of the ministries could propose such a thing?

Minister of Criminality -> Ministry of Advanced Defence

I would like to suggest an addition to the Excise Act of your proposal: luxury items. Any item that goes beyond fulfilling a basic need (food, water, clothing and housing) is subject to a 5% tax.

Also, discounts should apply to those who are able to pay for their Motor tax for longer periods. A $5 discount for 6 months (meaning it costs $55) and $15 for 12 months (costing $105) will likely encourage people to tax their vehicles for longer periods, and thus we don't have to pay as much in the way of admin costs.

I think the best application of research as it applies to my ministry would be various types of armour for my people to wear. They - and I - wouldn't have to worry about their personal safety as they go about their business protecting the people of Apland from criminals.

Dear Minister of Advanced Defence,

You are likely correct that exports (primarily, in all probability, agricultural) will be the base of our economy, but I hope in time that produced goods rather than crops can be our largest export, as that will allow us to guarantee employment to a larger percentage of the population and modenize our country.

As for research, it would be useful to our Ministry to have access to a (predictive) economical model that can help the Ministry of Truth reduce its material waste.  We absorb losses each day that occur due to inventory in stores that is not sold, so we wish to be able to predict the likely number of papers that will be sold in each store each day.  We understand, however, that other types of research may be more pressing for the government and our people.

Actions:1:Begin inquiring as to the status of medical services and wounded/sick outside of the capitol, so that we can get an idea of what is available to use, and what needs to be dealt with ASAP.
2:Inform the doctors as to the unstable status of the government, as well as the very low amounts of funding available (hense the lower than normal wages.) We need people willing to heal for the sake of getting the country back on it's feet, and willing to expect a slightly lower than average pay for the very near future. Attempt to get an idea of the preferred paycheck (Within reason) so that we can adjust to sate the workers when we have resources to spare.
3: Inquire as to the status of education in the country ahead of time for the future minister of knowledge.

Ministry of Graft and Corruption

1. In an effort to reduce Graft and make Income more readily available the Commissariat Units are to seize the Royal Mint and Press from the Ministry of Security.
2. Put said Mint back to printing money.
3. Pay all employees of the Ministry of Graft and Corruption around 80$ in wages.
4. Move the 5 Police Stations,the Prison and the Courthouse over to the Ministry of Criminality.
5. The Fire Brigades wills tay within the authority of the Ministry of Graft and Corruption until a more suitable authority can be found for them. they will be paid the same wages as the rest of the Graft and Corruption staff.
6. Send 100 Pistols to the Ministry of Transportation to equip their Constables. Can't have Traffic Cops that aren't threatening.
7. Politely request a building to be handed over by the Ministry of Criminality for Office purposes.
8. Send another 100 Pistols to the Ministry of Criminality.
9. With all remaining money from the Mint finance the Ministry of Agriculture, Engineering and Health. Whatever other money remains will be kept for now until a clearer picture of the budgetary situation arises. In case any Ministry is unable to pay its employees use the funds from the Mint to do so.
10. Until proper Taxmen are hired and put under the proper authorities and channels the Commisariat units will fill out that role and collect taxes the old fashioned way with armed goon squads :D.
11. Raise 10 more Commisariat squads from volunteers (hopefully as skilled as possible). They will be trained by one of the existing Commisariat Squads, before being assigned to the experienced squads to get some hands-on job experience.


MoCaG -> Ministry of Criminality.

Dear Minister,

In short order another shipment of 100 Pistols will arrive as well as 5 Police Stations, a Prison and a courthouse. In return we would like to aquire a few buildings of those you own for purposes of refurbishment for the MoCaG Offices and Headquarter. One preferably large compound would be perfect.
