Second Medical Proposal: In order to maintain a semblance of medical funding 10,000 Dollars will be moved from any willing Ministry to the Ministry of health's budget. This funding will be used to restart medical training and care for the existing and overwhelming numbers of sick and injured. For this proposal, it is assumed that supporting it is counted as a donation, and the amount donated should be listed following the mark. 2. Amnesty Proposal [Ministry of Criminality]
Temporary non-violent crime amnesty: in order to acquire funds to pay for our new government, we should allow non-violent criminals to pay their way out of a conviction for five turns, at a minimum of $2,000 per offence. This will allow us to pay for one police officer to remain above the poverty line per payment.
Financial crime (fraud and the like) will require a minimum payment of 50% of the the proceeds acquired through the crime, but with a minimum of $2,000.
Violent criminals who have also performed non-violent crimes may pay for amnesty of the non-violent crimes, but will still be prosecuted for the violent ones.
3. Establishment of the Provisional Treasury. All former Government Assets (Money, Money-Producing Assets and everything thats otherwise useless but is worth money) are to be pooled therein. The Provisional Treasury will be headed by an Executive Comittee of Three Ministers who will have the sole right of raising and lowering Taxes, aswell as establishing new ones and abolishing old ones. All Financial Assets of the Revolution and the Government will be at their disposal.
The Provisional Treasury will be thus be responsible for a smooth working Treasury Department until a dedicated Ministry can be established.

4. A National Bureau of Statistics should be created, using if possible any equivalent organisation of the old government as a base. They shall not come under the control of any single ministry but should carry out any survey or statistics-based tasks ministries ask them to carry out; their first task should be the completion of a national census of the population. The Ministry shall be allocated a reasonable starting budget which should be given out of income gained through taxation before the remainder is divided among the Ministries. War Act:

(1)This act enforces conscription on males and females between ages of 16-30, each conscript will role in either one of three combat divisions and serve for three years. If they wish to stay on they can form a contract with ministry of defence.
(2)This act does not apply too those who have already served once, are disabled or to those in government or private employment.
(3)All members of ministry can vote to suspend this act and can then enact it when needed.
Environmental Emergency Act:
(1)This act sets out the military role in event of environmental emergency is needed.
(2)The ministry of Agriculture can enact this act giving them control over parts of Aircorps and Navy to assist in national disasters and to enforce fishery policy and search for missing animals.
(3)This act will be temporary halted when environmental emergency operation is over.
(4)In the event of funding shortage for ministry of Agriculture while this act is enacted the ministry can request funds from Ministry of Defence.
Interior Act:
(1)This act sets out the military role in event of security operations is needed.
(2)The Ministry of Security may enact this act to employ soldiers under it's command for financial needs, such as cash transports.
(3)The Ministry of Criminality may enact this act to dispatch soldiers in event of prisoner transfer, prison escape or quelling large scale riots.
(4)All Ministers can enact this act to be provided small force of soldiers for bodyguard duties, public events.
(5)If war is declared then this act may be deemed suspended till war is no longer in effect.

Ministry of TruthRunners are sent across the city offering to stock them with newspapers to sell. Most seem open to the idea, as all newspapers were previously printed exclusively by the government - and as such, they have no other newspapers to sell. The Ministry manages to acquire sixty two business business partners out of the two to three hundred contacted. The others may be more willing depending on the success or failure of the paper. Currently, there is yet to be interest in buying advertisements - as the success of the paper has yet to be gauged.
Art sales falter a bit as the ministry searches for more potential buyers, but fortunately a large sale to a French millionaire nets a few tens of thousands of dollars. Seventy-six works of art are sold, for earnings of $68,000
Investigation into purchasing vehicles lead to cars being purchased from ARO, a private company who has a small number of business connections in Apland (but are based elsewhere). They are cheap, but unreliable and prone to breaking down. The cars go for roughly $2800 apiece; ten are acquired for a total cost of $28,000 (opted not to buy thirty incase you didn’t want to spend that much; if desired, the rest can be bought as if you bought them this turn).
A supplier is reached in the Capital, a company named delfortgroup AG, who agree to provide all necessary printing supplies to the ministry. They have for the past twelve years been the supplier of such goods to the royal government’s printing presses in the Capital. The approximate cost of printing per newspaper is ~$0.05 per page (text only).
The People's’ Paper is written, with forty employees assigned to the Royal Printing Press as writers and editors. They average twenty pages per paper, for a total profit of $1.00 per paper. Each of the sixty-two businesses receive thirty papers the first day; 1860 total of the 2000 produced, with the remaining 140 being offered at the Government HQ. 621 papers are sold the first day, though this number rises throughout the week until 1809 are sold on Sunday. Though each sold paper made a profit, no money was made due to material waste on Monday and a few other days. However, there were no financial losses to the Ministry - and the paper’s received some much needed attention.
Edited columns from both the Ministry of Agriculture and Ministry of Advanced Defense are added to the paper at the end of each week.
Many nearby country seem eager to form positive relations with Apland, as potential allies against some of the more jingoistic states in the region. Palushka, a smaller country of some 600,000 people that shares a border with Apland, has seemed very eager - they establish an embassy (with $100/week being covered by your Ministry; they are a poorer country). The USA, seeking to form additional diplomatic ties in Eastern Europe, has also done so - which has prompted Russia to establish one. The nation of Trebon in the north is in need of food imports; a large amount of its agricultural trade was conducted with Apland before the collapse of the Monarchy. It sold weapons via state companies (the submachine guns and pistols acquired by the Ministry of Corruption are of Trebonese make).
Fifty soldiers begin to loot any unlooted government structures. Though most had already been cleaned out, they lick the bones clean - getting a decent haul of supplies. The estimated value is between $14,000 - $25,000. The supplies are auctioned off, and almost immediately picked up by a small corporation called Iskra - one of the few multinational corporations headquartered in Apland - for $21,500. No radio broadcasting equipment is acquired; even the Royal Government didn’t have access to that. Any equipment and infrastructure of that nature in Apland is owned by TRUE-AIR, a large multinational corporation.
Wages are increased by 25% across the board. Though still not above the poverty line, this satisfies the employees temporarily.
Employees will monitor costs and incomes to the best of their abilities - though this is shrugged off by the rank and file, who won’t really have much access to that information anyway [if such information is desired and I don’t put it in, ask for it via PM or action].
The canned food factory replies that they are not interested in selling off their business, particularly for such a small sum. They do not wish to sell their factory (particularly thanks to their quasi-monopoly on the market right now), but even if they were they wouldn’t even consider any offer less than $200,000.
Ministry of HealthNine unemployed and underemployed medical professionals can be located, with an additional six being located at the Hospital. Another fourteen were contacted, but they already possess work that either they’re invested in or is more lucrative than the government offer. One hundred twenty six promising citizens are enrolled in the ministry’s new health classes, to be trained by the current medical professionals. There are questions regarding wages by all parties involved.
The following (red text) requires PHYSICAL MONEY in order to be accomplished; this can be done in hindsight, but the action has not happened until it receives money:The Hospital receives a huge amount of money, purchasing vital medicine, equipment, and supplies with $2400 of the fund and keeping the rest in a so-called “Hospital Fund” for more long-term requirements and emergency necessities. The number of doctors rises to fifteen with the inclusion of nine more doctors, and many of the medical trainees volunteer as nurses to speed up their training courses. As with before, the question of wages rises up - they could use the fund for this, but only with the permission of the Ministry (and with instructions on amounts).Equipment and supplies are salvaged from the closed hospital; an amount worth roughly $1200. It is transferred to the open hospital,
who on top of already having their vital supplies provided now have a surplus of supplies and equipment to deal with overflow population.Ministry of CriminalityAbout half of the assorted goods are sold to a corporation called ISKRA, one of the few multinational corporations based in Apland. They picked up $65,000 worth of supplies, leaving about $70,000 (give or take $10,000) worth of supplies in the stockpile.
Police records from before the war are found, though some of the charges are...missing, or sketchy (“treason”, “inciteful speech”, “crimes against the royal family”). The records are tabulated, for an estimated number of 2351 citizens with a criminal background of some sort. There’s a handful of unsolved cases, and 489 prisoners currently locked up (many were executed or pressed into service weeks before the war ended).
Most of the senior judges supported the the Royal Government during the war; otherwise they likely would’ve been executed. However, through careful screening, ten judges who are believed to have favored the People (and thus, the rebellion) through subtle policy changes are selected and called upon. Most of them will expect a high wage, as they tend to already possess enough wealth to live on comfortably (atleast $100, some want up to $200 a week). They draft a basic legal system, using the previous legal system as a guide. More...touchy laws will have to be addressed specifically, however.
The three warehouses are furnished as indicated. The Maximum Security jail can hold up to 260 prisoners, Medium Security up to 220, and Minimum Security up to 180. Further refurbishments to emphasize security (walkways, more secure doors) and basic human needs (toilets connected to the sewer, electricity) should be worked on, but the basic requirements are finished for a total cost of $25,000. 60 Guards are assigned to Maximum Security, 45 to Medium Security, and 30 to Minimum Security. The current prisoners are dispersed among the new jails, with 260 being assigned to Maximum Security, 105 to Medium Security, and 124 to Minimum Security. All the guards give up their military bolt-action rifles (rather outdated and inefficient for prison duty) for the submachine guns, which should allow for greater control of the prisoners.
The pay for police officers and prison guards is set to $10/week temporarily, and intelligence officers to $15/week. Many grumble at this, but a few understand the necessity. There’s a tense expectation that it’ll rise soon - at current, many officers are sleeping in government structures (prison, HQ) or civilian structures that they’ve...acquired, for lack of funds to pay rent.
A career police officer in the Revolutionary Army is found; multiple, actually. It appears at least eight of the soldiers under the Ministry of Criminality’s command had served as police officers, primarily outside the Capital. They get to work training officers - free of charge, of course! They see it as simply their civic duty. By the end of the week, they’ve given VERY BASIC police training to four hundred soldiers. Though it is suggested that more individual courses are taken - it’s impossible to get all the intricacies down when leading classes of fifty people each.
Ministry of Graft and CorruptionEvery building and asset that is not already being seized by another ministry is taken under the Ministry’s control. This includes several fire and police stations, the prison (which was used as a fort during the battle and is falling apart), the courthouse, and a handful of other supplies and assets.
Commissar units are formed from former police officers, soldiers, and special agents. Granted amnesty, they all of course take an oath pledging to serve the new government. The officers are equipped with uniforms and pistols, while the footsoldiers are equipped with riot armor and submachine guns. The assistant to the Economics Advisor is designated as the economics advisor to the Commissar Units, to assist them in their tasks.
All former firefighters are granted amnesty, and reformed into fire brigades. They return to the fire stations - which have just been secured by the Ministry.
Remaining staff members are granted amnesty and assigned to their respective ministries (this won’t serve to INCREASE their staff members, but simply replace civilians and non-professionals with experienced staff members). The overall skill level of government officials rises as a result.
Two hundred submachine guns and ninety pistols are delivered to the Ministry of Criminality.
Much of the information regarding the previous government’s economic affairs are gone; destroyed either by panicking officials trying to cover signs of their corruption, or perhaps overzealous revolutionaries who mistook them for useless. No matter the case, a large chunk of information is simply gone. The treasury is empty, with a decent amount of debt (the papers on this could be found; the total is $1,464,569) to neighboring countries and private banking institutions. State employees state that they made between $60/week and $400/week, depending on their profession. Even janitors and the like were well-paid by the government. The general populace, on the other hand, tended to make between $20/week and $80/week for lower and middle-class professions. Assets indicate a number of structures and the like, all of which have been seized by various ministries already. Spending was aimed primarily at keeping the country running, with any excess going into the king’s pocket (and the pockets of his top officials).
Ministry of EngineeringFifty members of the quickly dissipating Revolutionary Army are recruited into the Ministry, focusing on the most capable candidates in the fields of Engineering, Construction, Architecture, and Utilities. Over one hundred candidates fill into atleast one potential field, and so the fifty most qualified are selected. They will be paid $60/week, and begin doing field work on the state of the capital’s infrastructure and industries. As of current, the Utilities are still operational - and those hired in the field quickly turn their attention to maintaining vital government operations such as sewage and electricity, but will require additional manpower and funding in order to keep it all running - especially for more manpower-intensive utilities such as waste disposal. The Engineering, Construction, and Architecture experts have been examining infrastructure and buildings; much was damaged in the war, and they want to make sure bridges or apartments won’t just collapse.
Documentation on the aforementioned branches was destroyed before the Capital was seized, likely by some loyalist scumbag trying to make it a nightmare for future occupational forces to manage the city. There is evidence of a branch of government focused on Infrastructure, but most records of it - such as its employees and projects - have been lost. The Capital’s power is reliant on a number of coal plants throughout the country - roughly many are privately owned, and most are outside the Capital. Three plants inside the Capital are claimed; though one of them has shut down, the foremen of the other two have kept things in shape to prevent power outages. They will of course continue to keep it running; they do ask that wages and the like don’t change too drastically to prevent worker dissatisfaction (wages were $80/week for the foremen, and the workers earned from $50/week to $70/week depending on job and skill level). Upon assessment, it appears that the foremen are very skilled, and have kept a very well-trained workforce. The first plant employs one hundred thirty workers, while the second one employees eighty. The Water Department has two locations; one inside the city, and another a few miles out on the Ibar River. Water is piped into the city and then distributed. Sewage is piped into the ocean. The Department employs two hundred employees, and earned wages similar to the coal plant workers.
Ministry of Advanced Defense[ Many of your actions don’t require a response from me here; I’m not ignoring them, I just see no need to write anything here for them - but your sheet was changed. Let me know if I missed anything. ]
Further goods are sold to foreign nations and private companies, earning an additional $60,000 for the Ministry. The former king’s private-two seater is also sold. It was of the highest quality and the most modern design, and went to the CEO of a foreign company for a clean $200,000.
A suitable candidate for leader of the Aircorps cannot be located for anything less than inordinately expensive; the closest bet came in the form of a former war hero from Trebon. He wanted $2000 up front, and $120/week in payment. This was also the case for attempting to hire skilled instructors from abroad; any skilled instructors who displayed any interest in this backwater country already earned more than they were being offered; most aimed high, above $60/week but usually closer to $100/week (as well as an initial sum for the move).
Civilians are recruited into various divisions; the pool of candidates has been increased by the dispersion of staff members from the former government by the Ministry of Corruption and Graft, increasing the overall skill level of employees hired.
Skilled architects and builders will be required to construct the buildings indicated; the Aircorps College, Reiderts Statue, Barracks, walls and towers, Naval Academy, etc. will require planning and creativity - as well as time, materials, and labor. Private contractors may be acquired, or another ministry may be asked to build the projects required (all construction efforts were cancelled for the time being; you can still attempt to perform them without assistance or trained architects, but the end results will likely be poor).
The Ministry lacks funds currently for the blueprints of modern fighter planes and helicopters, which can go for millions of $ AD. A military alliance with a super power may be used to acquire the blueprints, or they can be purchased. Cheaper blueprints are already accessible - designs from the old government have been discovered (though they’re largely outdated). No helicopter plans were found, though. You run into the same trouble with boat designs; they are simply too costly. Outdated designs are also located for potential naval projects.
Another eleven scientists are located and promptly offered jobs; one turns down the offers, but the other ten seem eager to continue their work under state employment. As for project leads; see above (the problem with foreign experts already earning more and/or seeing no reason to come to Apland).
Foreign foremen cannot be located for a good price, but fortunately Apland already has a decent number of experienced factory workers and leaders. A number of foremen from closed factories, both public and private, are hired on. As with before, difficulty is run into regarding blueprint acquisition. Two-year old blueprints acquired by the previous government are found; bolt-action rifles of Italian design.
A total of $130,000 is spent on refurbishing and supplying the various state buildings; much of this went towards equipping the labs, who could still stand to be better-equipped.
Ministry of AgricultureThe Survey Team and Agricultural Staff conduct short surveys and tabulate a number of data points, and estimate that farm workers make up between 20 and 50 percent of the labor force. Estimates of arable land are as low as 900,00 and as high as 1,400,000 hectares; with probably more than double of this estimate being usable as agricultural land in some shape or form. Much of this land may be underutilized; primarily that which is covered in woodlands or areas that were stricken hard by the war (getting rid of the farmers).
Most farmers cannot afford the deal offered by the government, and most are already utilizing “government owned” - as they see it, land that was unowned before they settled it. Upon being approached by the Agricultural Team, they state that they have been farming such land for years without intervention - the Monarchy never paid much heed to the property rights of farmers. A few wealthy farmers abuse these new rule changes to purchase the land that their neighbors are farming - forcing them to pay parts of their profits to the new landowners or being made homeless. Six such deals take place, earning the Agricultural Fund $30,000 and a future 10% share of profits.
A total of eleven parks are surveyed within the Capital, the largest of which is the Royal Wildlife Reserve. They make up roughly 8,000 acres between them, and most consist of small grassy areas with assorted equipment or flora. The parkland could be maintained atleast adequately with 400-500 employees, but could stand to have as many as 750.
Government land is...difficult to define in many cases. Much of it is easy to gauge, as it is marked by a large structure. Fort Reiderts for example, is clearly owned by the government - as is the Dump. However, what about the countryside? The maps marking such are not clearly defined by the previous administration, who clearly had a lack of interest in the dealings of the rural population. Land which you may believe to be under your jurisdiction may already be cultivated into farmland by farmers. A decent amount of government land (the parks, utilities, hospitals, factories, courthouse, Government HQ, military bases, airports, military port, etc.) are surveyed, but little to no progress is made on the land outside the Capital.
Ministry of TransportationThe process of registration is established, and Constables get to work IDing every car in the city. It’s difficult, seeing as most people are unaware that it’s now required - but after intensive work over the week, they manage to get several hundred cars registered. There’s some grumbling among vehicle owners, but most are able to pay - due to those who own cars being wealthy enough to pay such a fee. The Constables have yet to begin working on trains, focusing more on the Capital’s private automobiles. $4820 has been collected from Registration Fees.
The old government had very few facilties at the commercial port, preferring to allow the private sector run its course and conduct its dealings at the military port. However, a port authority building is seized.
Infrastructure Scouts get under way to develop a map of the country, up to the borders. It will of course take time - such a monumental task is time-consuming and manpower-intensive. The rough estimate is ten to twenty weeks, though it could potentially take longer. They do estimate the population of the Capital at 700,000 - 1,000,000. Nearby cities’ estimates will be acquired given time.
The government train station in the capital is seized, a sad little station meant for delivering supplies and men during the wartime effort. The larger Telpico Station is roughly eight times the size and handles almost all commercial train activity - and is owned by a transportation company, Telpico.
