The Ministry of Corruption Issues is against American Military Involvement. Despite this very fine sum for a military base i think that such an act would put us into a corner we might not yet be prepared to be pushed in.

In regards for the Russian offer, i am against it. While Russian support would be welcome i see no point in making our country more communistic at this juncture

1. Immediately stop the Mint. It has fulfilled its role in keeping the Ministries afloat for this turn.
2. Seize the Ministry of Securities remaining funds, it seems to be non-existant and the money is needed elsewhere.
3. Send the Mint to the newly established Ministry of Finance
4. Refurbish the Warehouse into a proper Government Compound. Administrative Offices, Training Facilities for the Commisariat, Prison Cells including advanced interrogation rooms and barracks.
5. Look into buying trucks for the Commisariat Squadrons so they don't have to footslog everywhere.
6. Commisariat Squads are to cease collecting taxes on their own and instead work closely together with the newly hired Tax Auditors
7. If any Commisariat Squads are not required with the tax collecting business or should prove to be otherwise superfluous they are to drive to the cities the Ministry of Advanced Defense has taken control of and to seize all government assets, government employees, government funds, vehciles, buildings, basically everything that once belonged to the government in those cities and catalogue it for later redistribution among all the Ministries.
8. Distribute any and all remaining funds of the Ministry among the Ministry of Health, Engineering, Agriculture, Knowledge, Commerce and Labour and of course Finance once its established (that doesnt leave much for each of you but its at least something until taxes start pouring in properly.
9. The Economic Advisor gets to figure out how effective our Fire Brigades are working and if more men/engines/training/funding is required in the Capital.

On the USSR/USA front, my recommendation would be that you inform the Russians of the American offer and see if they can come up with any actual figures. Ideally foreign intervention should be brought to a minimum if possible, but if unavoidable we may as well try to get the best deal.
I am also writing with a request - at the moment the workers of my - vital - facilities are working without payment and are likely to continue to do so until stable funding is secured. My request is that their heroic labours on behalf of Apland's people be reported in your paper. At the least this should improve worker morale and at best it may even result in some small donations from patriotic readers to help run the services in the short term, should you think asking for them worth a try.

Ministry of Engineering - All other Ministries:
Well, I hate to ask this, but right now my department needs two things: money and some form of motor transport. Money wise, $11,000 a week is required for basic upkeep, with an additional $12,000 a week for fuel, though this can be avoided for a week or two if we want to risk running into reserves. Add in staff costs - with 410 workers, 2 Foremen and 50 experts, will be at an absolute minimum $10,250 for the workers, ~$60-80 for the foremen, and $2000 for the experts, although this level can only be sustained for a week or two at most without losing important personnel. A bare minimum of $23,310 a week is thus required although this will need to be increased in weeks to come. A one-off cost of $18,000 will also need to be paid at some point in the near future for repair works, though this can be deferred. Since my Ministry has no means of gaining its own funding I must request this money from you. In return, please know that within a couple of weeks the Ministry's architectural expertise will be available to any Ministry which may need them.

My second request, a car, will be required to transport Ministry representatives to assess conditions at the Turstonkzy HEP plant and will be returned soon afterwards.

That is an excellent idea, we will ask the Russians to provide specifics and mention the American offer.  We would also be quite willing to print news of your workers' heroism, collect donations on their behalf, and purchase one vehicle for you.

We will be spending all of our collected income thus far in initial expansion costs next week, so we cannot provide much in terms of cash right now, but with luck we will be able to provide you with some funding after we collect income next week.

Encourage the training officers to stagger their schedules so that at least 4 of them are heading teams of officers out on the streets at any one time. Should any of their students show aptitude for leading and have learned enough to operate on their own, phase in having those officers lead others while out on the beat so the Training Officers can dedicate themselves to teaching officers who have no or little training.

Increase the working time for the prisoners to 40hrs/week. Structure their day around work, so they can earn us more money learn to be useful citizens when their sentences are over.[/color

Enquire among Aplandian businessmen if they would like to contract our "labour force" to manufacture their goods. Initial terms offered will be:  training the prisoners to manufacture their goods; training foremen to organise the work (this will require an aptitude test, can't have crap foremen); and investing in expanding the workshops to provide better quality goods. In return, the manufactured goods will be "bought" by these businessmen at 75% of the average market price of the goods manufactured or 110% of the cost of manufacturing the goods, whichever is higher. ((be as arbitrary as you like with "manufacturing cost", I'm not looking to make things more complicated for you!))

Ask the National Bureau of Statistics to provide some market reasearch on the average prices of goods manufactured by Aplandian businessmen. Hopefully it's running properly... ((again, be arbitrary))

Re: intelligence officers visiting dissidents: do an extensive background check on the first gentleman (the intelligent one) though try not to scare him if it is necessary to interview him.

Release the vandal, he has done nothing wrong.

Allow the intelligence officers to use any police officers who are untrained and are not in training to further encourage donations from the wealthier (earning > $100/week) loyalists. $20/week/loyalist is a reasonable goal.

Have a non-violent crime task force set-up. It will be lead by 1 training officer and 80 of the most able students (who aren't ear-marked for leadership themselves) who will focus solely on investigating and arresting non-violent criminals.

Look into the cost of refurbishing the old prison into the Museum of Revolution.

I would prefer neither option. While we need the money, American military presence on our soil will mean we have to do what they want at the risk of "military intervention", and given our proximity to nations that are not on the best of terms with the Americans, this is not in our best interests.

I am less inclined to outright reject the Russian offer, though I would like to know more details. What are their intentions? How do they plan to go about making our government more "Communist"? What of our people, are they receptive to the idea of Communism?

A joint project

Would you be interested in helping me refurbish the old prison that MoCaG gave me into a museum of the tyranny of the previous government? It would allow us to teach our citizens of the Revolution! We could split the cost of refurbishing, and split any income it receives (after maintenance, obviously...) once it is up and running.

I can provide any prisoners who do not qualify for our training program for work, the only sticking point would be any security costs to keep them from absconding. I can provide some prison guards to accompany any excursions, but I would like a small stipend to cover their wages. Say 33.3%, if that is agreeable?

It would seem that the consensus is to be wary of both offers, with a few ministers interested in fleshing out the Russian offer.  I will be providing more information as to the details of the Russian offer next week.  As to whether our people would support communistic policies... if they are truly loyal revolutionaries, they will support the revolutionary government.  If not... the public can be easily swayed.

Our ministry had the same idea for a museum, and we would indeed be glad to participate in this joint venture.  Our citizens must know of the heroic revolutionaries that fought against the fascist and brutal royalist regime, as well as the excesses and heavy-handed tactics of the king!  The terms are acceptable, but we must ask that we wait until next week to begin refurbishing and hiring staff.

Out of which ministry's budget would you propose that the 5% come out from?  Perhaps partially from the Ministry of Security?  Or do you mean all income, not just tax income?
