1. I think a five member committee would work better to avoid ties, particularly if the members of the board are not allowed to abstain.

4. What kind of things did you have in mind here? What would make the proposal "special"?
5. Again, what do you mean here? That we are not allowed to vote on things outside the board?

Ministry of Agriculture - To: Ministry of Criminality RE: ARG

1. While I understand your concern, it is my belief that a 4 person group would be able to cute through the red tape and debate of a 5 person group quicker, allowing us to quickly create new laws in order to create new legislation so that we can nip our food situation in the bud, before we have a crisis.

2. As for your point about the group leader, please see point 6.

3. I am willing to concede on the veto power, it was my intention to prevent bills that would deprive the ARG of all it's power, or prove disastrous for the local agriculture. If we, for instance, decided to convert a large amount of our farmlands into dumps, that would be something I would be interested in vetoing. However, I am willing to concede on this.

4. The things I had in mind for this ranged from a water preservation act to make sure we are able to secure and keep clean drinking water, to a feed the people act, which would ensure that no matter how large our population grew, public land would be signed over to the ARG in order to grow food to feed our citizens. Clearly, this illustrates the need for ARG, since our committee here can not be expected to manage and finance every detail of our agricultural needs. As far as to what would make the proposal special, I simply meant that it is a separate proposal, unattached to any of the members of ARG and therefore allowing them to still continue their regular business.

5. No, this is to prevent any proposals from accidentally changing ARG guidelines in any way. For instance: If a proposal was passed saying all voting would now be done in secret, then that proposal could potentially encompass ARG as well, even if the proposer did not mean to do so. This is simply a safeguard to ensure that ARG stays independent to outside forces when not being directly acted upon.

6. I have already commented on the amount of members, but as for the Group Leader, I am in fact the Minister of Agriculture. ARG is an extension of my job, a way for me to bring others into the process of agriculture and for me to create a self sustaining platform in the event a new war breaks our, I am replaced, or tens of other scenarios that could occur. Being that Agriculture is my specialty, my job, and my problem, I think it only fair that I have the first term in order to get things up and running in the way that they need to be run. Agriculture is a tricky business, my fellow Minister, and I am not at all suggesting you could not handle it, but you have other things on your plate to worry about.

Would the proposal be acceptable to you with the removal of the veto power, now that I have explained it further?

To the Minister of Criminality: The Agriculture, Transportation, Advanced Defense, and Engineering Ministries are the Ministries I deemed to have need for access to labor forces. I need workers to lay railroad track, Agriculture needs workers to dig irrigation ditches, Engineering needs workers for public works projects, and Advanced Defense may well need trench-diggers at some point in time. If the Ministry of Criminality or any other ministry finds itself in need of workers, it could well be included in my proposal. In any case, I don't quite understand how paying an entity for service, then taxing that money back is any more efficient than simply not paying, and then not taxing. The point of my proposal was to start getting things done without straining our finances, allowing the Transportation Ministry, and others, to get things done before the tax system gets up and running.

To the Minister of Advanced Defense: The Ministry of Transportation would be glad to discuss budgets. However, nothing can yet be set in stone, as the general state of our glorious nation's transportation system is still being assessed. We will be pleased to discuss with you and all Ministries involved after we procure the information we need to understand our commitments.

A fifth person would allow a greater diversity of viewpoints, meaning that any problems that can be foreseen are, as you put it, nipped in the bud before they actually become problems.

I would have no issue with you being the permanent GL for ARG. However, that would require the concession that all other members are permanent also.

I'm glad you're not in charge of the economy!

You say you don't want to strain our finances, but that's precisely what this proposal would do. We would lose tax income from the companies doing the work, and they would lose necessary income in order to grow as a business, weakening our economy in the long-run. I find that an unacceptable series of events, and cannot possibly support your proposal as is.

Perhaps what we pay them could be considered them giving us an interest-free loan, to be paid back within a set amount of time after the work has been completely to our satisfaction? That way we don't pay out huge chunks of cash at once, and they can continue to grow on a regular income from the government.

To minister of Defence: "I am first assessing how skilled our people are at first aid, and collecting them together to create such teams. this is more of a long term proposal than a short term, and I am certain there will be enough time to start the process of training all the employees.
On the same note, I am being quite flexible about the terms, and am willing to adjust the proposal in timeframe and fine severity."

To minister of criminality:" The problem with the changes to the proposal you are offering, is that this is already the basis of the ministry of health, which I am currently trying to form by myself. after having done so, I will be distributing my resources to train the employees of the mentioned ministries, though it does require that the fellow ministers co-operate with me in doing so. This would require them to divert their own employees to take the training, and a lazy man may decide it better to let this wound fester, and create a weakness.
I will be funding the training. as for your officers, I would expect They would be caring for their fellow officer, and perhaps the criminals aforementioned so as to include a secondary source of labor or funding."

I SUPPORT The ARG proposal. A well fed country is a healthy country, and a group of ministers and advisors will make the Agriculture ministry have a wide point of view to work with.

A fifth person would mean a fifth agenda to add to the mix. Complexity is not the solution to questions of speed, and in fact is the opposite. Every member of ARG will be pushing their own goals, whether they mean to or not. Adding more members simply increases the problem, the arguing, the slowdowns, and the red tape. Exactly what I am trying to create the group to avoid.

I find it odd that you fail to see the issues with attempting to enforce Point 1 of our Code of Government. I would think an esteemed politician such as your self, the Minister of Criminality, no less, would see the glaring issues with that rule. Anything can conceivably be argued as detrimental or positive for our country, a land fill destroying thousands of acres of prime farmland could 'bring in profit', while the development of plains to farms in order to save our people could 'rip apart the natural beauty and ecological systems of our land'. In either case, enforcement of Point 1 is, at best, a long and tedious process, and at worst entirely impossible.

Finally, I would accept being the permanent leader of the ARG, however I do think that members should be able to call a vote in order to remove a current member from the group, and replace them with another. This is to prevent an inactive member from weighing down the group, or a member no longer interested in the group to call for their own removal.

Below, I have attached my edited proposal for ARG. Thank you.

Proposal: Create a new branch of the Code of Government as follows:

Establish an Agricultural Fund, to be used for the furthering of Agriculture and Food Technologies in our country. The fund will start out empty, and can go into debt.

Hire a survey team for $500 per month, to be taken from the Agricultural Fund, in order to survey and report on all land within our country. I want specifics of the amount of farmland, unused land, public land, and private land. Any unclaimed land is to be marked as Government Owned, and fall under the jurisdiction of our country.

Hire 10 Agricultural Staff, to be paid $50 each per month (for a total of $500 per month) from the Agricultural Fund, to gather information about our current production capabilities, as well as our food needs.

As your proposal stands, specifically in regards to fining those ministries that are not up-to-par with their training, I cannot support it. You say you will be providing the training, yet the ministries that do not have the basic training will paying for your failure. Unacceptable.

Below, I have attached my edited proposal for ARG. Thank you.

Proposal: Create a new branch of the Code of Government as follows:

0. Definitions: Hereby, when referring to ARG the following terms are defined as follows:  'poll': A list of options presented to the ARG members, who can choose whichever option they prefer by typing the following: ARG Vote: (Insert decision here). When a member does this, they use 1 vote.
1. Four members are to be allowed in the ARG at once. Each member has one vote. Members can be replaced if a poll is called for and passed to do so. Replacement members are decided thru a poll of current members, and if selected can accept or deny the invitation.
2. One group leader is to be designated in the ARG, they hold two (2) supplemental votes, and the power to decided in case of a tie in a poll. The group leader is a position for life, and is permanent unless a unanimous vote is reached to replace them.
3. The group can create one (1) special proposal per turn, and this proposal must effect the state of agriculture in the country. This proposal can only be created through consensus during a poll within the group. The group can cancel any proposal through the passing of another poll.
4. In order to maintain agricultural integrity, this group is to be separate and unaffected by proposals that do not explicitly effect the group.
5. The first four (4) members of the group are to be as follows: O.Wilde (Minister of Agriculture), hector13 (Minister of Criminality), Dustan Hache (Minister of Health), mcclay (Minister of Security). In addition, the Group Leader is to be O.Wilde (Minister of Agriculture)

I see no concession was made for my suggestion of making you the permanent leader of the ARG. Either all members are permanent or none of them are. I also do not think the GL should have more votes than the other members, though the ability to break ties is probably necessary given the even number of delegates on the committee.

Thus, I would prefer section 2. to be amended to:

"One Group Leader is to be designated by the members of the ARG, voted on every three (3) turns. No member may serve two (2) consecutive terms, but may hold the position any number of times. Candidates for Group Leader must already be a member of the ARG board. The Group Leader has the power to break ties, except in the case of voting for the Group Leader and adding/replacing/removing other board members. A tie in voting for a Group Leader will result in vote being open to non-board members, though the criteria for leadership of the ARG remain being a board member of the ARG. A Group Leader that is removed from their position, whether via term limit or vote, will still remain a member of the ARG board."

The newly appointed High Commissar of the Ministry of Graft and Corruption Issues stared in disbelief at the flurry of activity going on and the suspicious kinds of employees being hired by various ministries which looked more like private thugs than actually needed personnel.

He would take care of that later first of all would come various other proposals:

"The GCI SUPPORTS the ARG Proposal.

It also ABSTAINS from the First Aid Proposal.

it SUPPORTS the Labor for Taxes Act.

ABSTAIN from the Ministry Medical Staff Proposal.

Actions:

Ministry of Security
The Ministry of Security has begun limited printing of the money currently in circulation: the Apland dollar. Whether this means that this relic of the past regime will remain as the new country’s system currency permanently is yet to be seen. The Royal Mint and Press has been seized by the Ministry, and by the end of the first day $10,000 has been printed. It is unsure how severely inflation will be affected by this rate of printing.


Ministry of Truth
Following a series of inquiries by the Ministry of Truth, the following has been made general knowledge:

Before the revolution, somewhere from two to six percent of Apland’s population were working in factories. By now, that number has fallen - to what extent is unknown. Estimates pin it anywhere from a quarter of a percent to four percent. There remains only two known factories that employ more than five hundred employees; a steel manufactory and a canned goods factory. Businesses were hit hard by the war.
The government as it stands now has access to no steady income. Looting and pillaging establishments of the previous regime might net a large amount of wealth or potential wealth, particularly through exporting cultural relics and seized goods to wealthy businessmen in nearby countries. There is currently no spending; that died with the previous government.
An estimate by previous government officials puts the literacy rate anywhere from thirty five percent to seventy percent. The education system was previously privatized; unregulated and anything but uniform.
Television is known of, but not established. Radios are a luxury, possessed only by wealthy families and run by a private corporation (TRUE-AIR) whose headquarters is in the nearby country of Polkia. Most of the population receives their information through word of mouth and newspapers.
International opinion is rather scattered; many of the other states in the region (who like Apland secured independence from Austria-Hungary following the Great War) see it as a danger; a destabilizing influence on the region. Many foreign powers see it as simply another internal conflict of the region. More information will have to be acquired.


The Ministry of Truth secures the Government HQ and claims several large rooms and offices for their use.

A loyalty test is taken by five hundred of the previous government’s staff; though largely inaccurate, it should serve as a rough guideline for loyalty. The top fifty of these employees and one hundred screened soldiers are signed onto the Ministry of Truth’s service, to receive $4 a day in perpetuity.

All assets at the Government HQ are seized by the Ministry of Truth. Many historical items, cultural relics, jewels, and artwork are put onto a public marketplace to be auctioned off or bought by foreign collectors. Four hundred and sixty two WoA (works of art) were seized; forty two have already been purchased, netting the Ministry $32,400 AD. Most of the sold WoA went to countries in Western Europe. The Ministry of Truth also confiscates the Royal Printing Press.


Ministry of Health
The Ministry of Health has undertaken a general inquiry, and find that - atleast in the Capital, less than fifteen of the nine hundred queried individuals possessed any knowledge of medical application. This discounts “normal” knowledge - such as bandaging wounds, keeping victims of fever in bed, etc.

 A “Medical Services Fund” is established by the Ministry of Health, which is capable of going into debt - it is yet unsure how this “debt” is planned to be handled without a central bank. The fund currently stands at $0 AD.

In the Capital, two government hospitals are claimed by the Ministry of Health. One has shut down while the other has continued to operate despite a lack of funding; when delivered the notification that they were now owned by the Ministry, they replied with an urgent request for funding. They and the clinics that operated under them were either out or running out of many medicines. The hospital still running currently has six doctors and twenty one nurses; this number has fallen from the one hundred fifty staff it had before the war started. The hospital’s capacity at full employment is several thousand; there are currently eight hundred and fifty one sick and wounded there, overloading the current staff.


Ministry of Criminality
The Ministry of Criminality has recruited a thousand of the most loyal and persistent rebel soldiers into their fold, to form the backbone of a police force. All are still excited to see the new country unfold without the tyranny of royalty. Several are questioning how much they will be paid.

An Intelligence Service has also been established, with one hundred rebels forming the base of the officers. It was difficult finding even this many - during the latter days of the war, many of the commandos were hunted down and tortured by the government. Most of those employed have seen some things that none should have to see. It is fortunate that they burned the old Secret Police HQ to the ground - the things found inside would’ve shaken even the most dedicated.

Warehouses owned by loyalists are stormed and seized by the new police and intelligence service. One hundred and twenty one businesses and warehouses are captured, and a large amount of supplies seized. Unofficial estimates believe the total value of the goods to be between $120,000 and $145,000 AD. A buyer is currently being located, and negotiations have started with several private corporations who desire the goods. Twenty eight of the warehouses are deemed suitable to act as prisons, and are designated as such; they still require extensive refurbishment, however; the cost is estimated at between $5,000 and $125,000, depending on the security, comfort, and number of cells.

The Intelligence Service gets to work sweeping the populace; they primarily target those who aren’t out celebrating the fall of the regime, and suspect a couple hundred citizens of being loyalists. One hundred and eighty nine people are placed on the Loyalist Watchlist; none are suspected of being dissidents quite yet.


Ministry of Transportation
Fifty infrastructure scouts are employed and promised $40 monthly. Their job is to assess the current status of connections within the country, and gauge the general quality of the transportation network.

One hundred Ministry Constables are hired and promised $2.5 per day to enforce ministry ordinances within the capital.

Private vehicles will henceforth require registration, requiring to pay fees to the Ministry of Transportation. The cost will be $10 for private cars, $100 for locomotives, and $20 for each railroad car. This has yet to take place, and it is unsure what exactly registration will entail and how long registration will last. The Constables have just now begun to assess the number of vehicles, not yet beginning to register private vehicles.


Ministry of Advanced Defense
Military bases, labs, and factories in the capital owned by the previous regime are seized. There are a few private factories and labs; for the time being these are left alone (one of them is the largest factory in the country, a steelworks). In total, you seize: TWO military bases, THREE laboratories, ONE airfield, ONE military port, and SIX factories of assorted size. The specifics are outlined below

Military Bases:
Fort Tabraz: A large walled fort, dating back to the 1700s. Though outdated, it still provides a solid basing ground and is outfitted with modern barracks and the like. Troop capacity is roughly two thousand, though basing that many men inside would be pushing it.
Camp Reiderts: Named after a war hero of the Great War, Camp Reiderts is a fairly large regimental camp just inside the capital. It is a large compound protected by barbed-wire fences, with housing enough for over a thousand soldiers. Though offering little to no defensive capabilities, its sheer size and capacity made it an important strategic location during the revolution.

Laboratories: Three unnamed labs scattered around the capital. Most of the research and equipment was destroyed, leaving little but the facilities and a few untouched pieces. However, their secretive locations (two are underground) and well-built rooms should offer a good place to conduct military research.

Airfield: Apland Airport; nothing but a few hangars and a couple landing strips. Still, it’s one of the only airfields in the country and will undoubtedly be of importance if the government aims to take to the skies. The only airplane currently present is the former king’s private two-seater.

Port: A handful of dockyards and piers off the main civilian port, it’s small but possesses modern ship-building capabilities. The dock was seized before any of the equipment could be destroyed, but unfortunately all ships have been scuttled or sunk.

Factories: A scattering of small and medium-scale factories across the capital city. The total workforce prior to their shutting down was just over a thousand. They primarily produced military supplies; though one did make textiles.

After seizing the various compounds, factories, and labs, the Ministry of Advanced Defense gathers all goods and equipment taken and begins to sell them on the open market. Various weapons, beakers, books, clothing, ammunition, canned foods, and vehicles are taken; in all, you have taken several hundreds of thousands of dollars worth of supplies. Estimates range from $150,000 to $400,000. On the first day of auctioning the goods, several hundred firearms and a jeep are sold to a private company - netting an $18,000 AD.

Five subdivisions of the Ministry of Advanced Defense are established, with twenty-five staff being hired to manage the Ministry itself. They are as follows:

Defense Force. The division recruits one hundred and fifty former soldiers, one hundred of which are stationed in Camp Reiderts and fifty of which are stationed at Fort Tabraz. They will require payment and supplies.
Navy. Fifty former soldiers are recruited to act as marines, and fifty (mostly random) citizens are hired to act as boat engineers. As with the defense force, they will require payment and supplies - atleast the marines, anyway. They are stationed at the capital’s port.
Aircorps. Eighty employees are hired; none of them are particularly skilled in aviation design or piloting, but they should at the very least keep the airfield well-maintained (there WERE pilots, but they were all executed by fanatic revolutionaries when the city was first invaded). They are stationed at the airport, but as they are civilian will not require supplies (atleast for them; once planes and real pilots are acquired, they will). They will, of course, still require payment.
Advanced Research. Scientists taken captive when the labs were captured are pressed into service in the Advanced Research division. There are forty-two top scientists who were captured; though there were far more who escaped (it is estimated they had over eight hundred men working on secret research projects). They are currently under armed supervision by twenty soldiers from the Defense Force.
Development. Fifty laborers are hired, who begin to start cleaning up the previously government-owned factories. They will require payment of course.

Each subdivision is headed by a Joint Chief, who is an expert in their field. The previous commander of the city - who surrendered it to the rebels, probably saving several tens of thousands of lives - is given control of the Defense Force tentatively. The Navy is led by the former second-in-command of the Royalist navy; the admiral being executed for his part in the war. The Aircorps lacks a leader currently, as the entire staff of the previous regime was executed by revolutionaries shortly before total victory. The Advanced Research division has yet to be assigned a leader, but the previous leader of the scientific efforts is in the group of captured scientists. Development is assigned to a revolutionary, who acted as foreman of a Munitions Plant before the war.


Ministry of Agriculture
An Agricultural fund is established, with the balance starting at $0 AD. As with the Medical Services fund, it is unclear how going into debt will work without the use of a central bank. It certainly could go into debt, but those who aren’t paid up front are unlikely to be pleased.

Several land experts and citizens well-educated in geography and mapmaking (only a scant few) are hired to survey and report on all land in the country, claiming all unclaimed land as property of the Government. The team is to receive a total of $500 AD a month.

Ten farmers and formerly royalist staff are recruited into the Agricultural Staff, whose job will entail assessing production capabilities and food production as well as food needs. They begin work immediately, focusing on the Capital’s needs and working outward from there.


Ministry of Graft and Corruption Issues
Roughly eight hundred state employees not already claimed, put to work, or executed by the other ministries are attained by the Ministry of Graft and Corruption Issues. A number of assets were also seized; four hundred submachine guns, several hundred pistols, two hundred riot police uniforms, and a number of other useful supplies. The employees have yet to be put to work, and are currently under guard by the Revolutionary Army (which by now has begun to break up and return home; it still numbers in the thousands currently). Some of the employees are general staff, and many are former soldiers, police, and firefighters. About ten were Secret Service agents to the King.

An economical survey is conducted, but lack of employees causes immediate problems. Seeking to utilize the captured employees, you question several key staff members; one in particular, who was assistant to the Economics Advisor (who is now fled or dead). She reveals a substantial amount of useful information; though her memory has a number of holes and some of the more sensitive information she wasn’t witness to. The population numbers from two to five million, the poverty line estimate given by the previous Advisor was $1500 AD per year or less, and the exchange rate with US currency is currently between $4 and $6 AD. She gives you some other less interesting facts, which are probably wildly inaccurate at this point due to the war.

Turn 2, Action one: Locate Gather together all of the people with better than common medical sense and and locate at least 100 citizens willing to volunteer for medical training, Regardless of previous education. This will form the basis of our first medical training group, and will hopefully raise the number of even poorly trained doctors and first aid providers significantly. All of the newly turned trainers for our department shall receive a stipend of 10 dollars, and shall for the moment operate in the hospital that was poorly staffed. The 100 trainees shall NOT receive a stipend until 2 turns from their training completion, and are to only provide basic care to patients until fully trained.

Action two: The open hospital shall receive 5000 Dollars worth of funding to start with, as money is something that is currently quite scarce. All six doctors working there are assumed to be among the people with medical knowledge, and training 10 volunteers each. as such, they shall receive their stipend from action one accordingly. The Nurses are assumed to be counted as volunteer trainees, and as such will not receive their stipends unless a doctor can vouch for them as fully trained and independent medical personnel, in which case they are among the group of trainers.

Action Three: All medicines and medical supplies from the closed hospital will be salvaged and transferred ASAP to the currently open hospital. This will hopefully lessen the impact of the already small amount of funding available, though it is uncertain how long this will last.


Second Medical Proposal: In order to maintain a semblance of medical funding 10,000 Dollars will be moved from any willing Ministry to the Ministry of health's budget. This funding will be used to restart medical training and care for the existing and overwhelming numbers of sick and injured. For this proposal, it is assumed that supporting it is counted as a donation, and the amount donated should be listed following the mark. At a minimum, 6000 Dollars are Required to keep the current facilities and staff funded.

Proposal voting
1: ABSTAIN, This is a proposal made by the ministry of health, and as such the ministry CANNOT upvote it's own agenda without being seen as corrupt.
2: OPPOSE, This proposal is very broad and would not provide an accurate idea of who is paying taxes, and who is exempt at this time. Flesh it out a little more.
3:SUPPORT, This proposal is a fleshed out version of Proposal 2, and has a clear definition of who is paying for what. It is not ideal, but it is far better than nothing.
4: OPPOSE. This proposal is redundant, as the purpose of this proposal to Ministry of Health IS in fact the basis for the Ministry of Health. The issue is that we are just starting to rebuild, and as such are overloaded and underpaid.
5: SUPPORT. This proposal effects the health of our citizens indirectly through control of food supply, and as such is likely to create an Idea of how most of our ministers think in terms of our focus. Whereas we seem to have an Abundance of policing and military ministers, the few listed economic ministers are likely to be quite effective in managing the proposed group and reigning in the more wild proposals.
