Appearance: Generic looking, kind of chubby guy with a beard and glasses. He writes stories almost non-stop, the fuckin’ nerd.

HP: 30+10+5+6+6+6+6+6=69 [Each level adds CON+Level HP]
Init: 10+1d20 at the start of each combat.

Stats: 38/38 points to spend (Stat cap of 4+Level. +4 stat points every level.)

Perks:
Wish fulfillment:  For some reason people that are stronger than him like him even if they’re fighting him. 10% less damage from physical attacks.
Lives by himself:  Due to living by himself Kyle has learned to do domestic tasks by himself. Add Kyle’s level to any chores or cooking related task.
Happily Ever After:  Kyle can never kill enemies, instead they amend their wicked ways and bugger off or otherwise are written out peacefully; this makes him happy. When Kyle removes an enemy, he regains his level in hit points. (punitive number for now due to Elf going offline before it could be laid out.)
Retcon:  When Kyle is knocked the fuck out, he wasn’t. Revives at 10% health once per fight. (obviously not a firm number either.)

Equipment: Normal Clothes:  Comfy and consisting of some kind of video game related shirt and some jeans.
Kyle’s Tablet:  It’s probably magic. 1d6 Damage.

Actions: (Your attacks and abilities. these can be Magical, Melee, or Ranged and use the relevant stat. (Synergy for Magic, Strength for Melee, Dexterity for Ranged).
Basic Attack:  1d6+Syn
Basic Defense: Whatever the Basic Defense roll is.
Iron Heart:  Buffs the target’s Res for 1+Syn for three turns with a four turn cooldown. Also makes them feel better.
Amazonian Strength:  Buffs Target’s Strength by 1+Syn for three turns with a four turn cooldown. This ability may be a little self serving on Kyle’s part.
Farore’s Wind:  Buffs target’s Dexterity by 1+Syn for three turns with a four turn cooldown. Wow, I can’t believe that Kyle is Zelda trash.
Robin’s Wit:  Buffs target’s Intelligence by 1+Syn for three turns with a four turn cooldown. Wow, I can’t believe Kyle is Fire Emblem trash.
Magic Increasing Bullshit:  Buffs target’s Synergy by 1+Syn for three turns with a four turn cooldown. Kyle actually hates himself for this one because it makes him remember all his shitty Mary Sues.

Wait, BOXWOOD's Tactician Perk lets him choose which stat to debug at time of casting! If that's still allowed, just have that for buffs, and a single Level 6 Buffing Action.

mk thoughts:

wish fulfillment is weak, needs numbers buff
lives by himself is strictly inferior to an ability another character already has (sandra iirc) and is weak besides
happily ever after is weird and doesn't really work on eldritch abominations, and also feels really weak number-wise, particularly on a dedicated buffer
retcon is alright, no real comment here

basic attack is hella weak but volx's is even weaker so lol
specifying some sort of effect on your defense is good
referencing iron heart surge is unacceptable i'm worried that all your skills are just too powerful of buffs. +11 to a stat is a lot. that's going to double almost every stat you target it on unless it's something idiotically high like haruka's resistance. i can see where the cooldowns are supposed to be the balancing factor here but you still only have a downtime of one turn. I would say a huge buff like that should last a turn with half the cooldown or something like that, or at the very least have the buff start smaller/shorter and then scale up with ability levels. you're also lacking any sort of CC or heal which is odd but not unheard of on a dedicated support. i'd recommend something like [DDoS] that slaps a penalty on an individual target, or maybe forces everything to take a penalty when they attack a selected teammate or something (the enemies take damage from frustration)

plus doing literally nothing but basic stat buffs is probably going to play in a very boring manner

also a stat boosting bauble of some sort would do wonders

As Murdoc said, +SYN is OP.

Also, Autorevive Perks normally have ~50% as baseline. 10% is too low if that's all it does.
