Counter(3): If successful in an opposed (DEX+ability level) v. (attack modifier) check in melee, negate the attack and roll damage as a successful Basic Attack.  Otherwise, negate DEX points of damage before drawing on Parry Dodge Block or HP.

Why is experience a thing, when most times we just get a level-up per plot?

Technically, It's because side plots were not supposed to give a level up, but the first rounds of it were just me and elf going meh to it.
