The crew set up a design program for the VR system, a more powerful system is needed to supplement the VR computer designed for simple entertainment and several goggle headsets are built to allow use of the VR pod for recreational use.

Also you can not expert test systems. The systems used to do that were several hundreds of computers much more complex then the colony computer, aided by thousands of engineers and developers to actually build the simulations. The fusion core research was basically the last great achievement of a golden age of technology.
A single VR pod lets you use 2 people, instead of 4 with the VR headsets, if you set up multiple VR pods with a real expert system computer it might have a bonus. The Colony computer can act as an engineer action at +20 with 2 manpower, for example.
