Say, do the Husks on Byzantium Secundus obey the edict against ground combat?

I like Palazzo's purchasing rule. Should we also add a limited combat unit rule as well similar to the loose embassy rules we have now? Defensive units, infantry, smaller garrisons etc.

I doubt the League/Church would in reality tolerate huge mechanized stacks on their worlds. For defense of course.

I like Palazzo rule, and your idea for small garrisons that would make it more realistic along with non-combat economic units such as peasant serfs, freeman, prospectors, etc.

What's a small garrison, though? How will we quantify it? Does it also mean no raiding local ruins?

Just for settlements a small garrison would mean a feudal night, space or infantry legions, artillery and anti-air, I don't think that would apply to covert strike teams that can assault ruins then jump away in the next turn since they are not going to remain on the planet.

You are right I think their should not be any garrison requirements with the exception of no large garrisons on Holy Terra, Leaguehiem, and Artemus.

Yeah, sure. That's what I meant by 'communicating before the senate' (i.e.: in this thread).
And I think we're all mature enough to play by the rules. All we need to do is make sure everyone is aware of them, and that they're not too complicated to get confused/forgotten.

Perhaps we could get all the new rules enshrined in the OP, and/or send to all players whenever they get established.

I'm okay with not having a limit. All these rules are simply there to not take advantage of COMPUTER FOOL. I simply recommend that in the highly unlikely event a player wants to invade a NPC world that they please not base their invasion from one farmhouse already there. If a player has paid for and settled a sizable island/ continent than that's just fine to attack from.

I'll reform the OP when I get home. Also everybody smile your faction face is already on there.

The annual Decados report states the overall economical success...
However planet Severus was declared unsafe for visiting. Attendance of Severus capital allowed, but the plains in the west hemisphere and the jungles in the south hemisphere are declared highly dangerous. No vessel is allowed to land there and local population is forbidden from leaving their cities. The only exception is made for Church forces. The reasons of quarantine are stated as "disease outbreak" and "savage riots". Any rumors about possible Symbiot forces are refuted.
Situation on Cadiz is also declared unsafe. A numerous reports of riots were made through the year. House Decados requests help from Church forces, while assuring other Great Houses that their holdings are under protection and nothing dangers them.


I like Il Palazzo rules. Maybe we could make some planets are cheaper to settle (like the two east Vau worlds, Tethys and others), some more expensive (most Church and League worlds) and some are totally prohibited (like Terra and Bysantium II)?

The numbers I proposed were pretty much taken from sky hooks without much thought put into balancing the prices, so they're open to change.
I figured the gem price for Vau worlds should be higher than a 5000gp equivalent, since the first colony fee doesn't apply there.


However, I'd be wary of making it more complicated - the easier the rule, the less of chance of it being unconsciously broken (because somebody forgot or mixed up something etc.). Even what I wrote is already broken into three classes of planets, and making it a planet-by-planet pricing would be a bit too much imo.

Oh, and the colonisation prohibitions outlined in Vertab's post about NPC planets are meant to stay - so definitely no Terra, Byzantium etc.

Well, you can't pay the Imperial Fleet for constructions on Tethys either.

You can once somebody is elected Fleet Commander.  As if the job wasn't already highly-sought.

Ok, so this is news for me - apparently alien ruins (all of them it seems) now are undefended and always give you three technologies instead of being just a different kind of ruins.

There also appears to be a bug there - if you explore more than one in the same turn, and don't check your lab database after each instance, then you only get the first three techs and the rest is lost.



Let it be known that continued cooperation between house al-Malik and the League administration on Madoc aimed at limiting the use of slave labour on the planet has resulted in a new city being built to be settled by the freed slaves.

The Church and League are creating utter chaos on Rampart, the Church has released Symbiots both at an Alien Ruins and a Ruin.  At least my cruisers are getting alot of practice doing orbital bombardment.
