Where are you getting that from? The picture just says Brothers Battle live there in domed cities. (Also, 'trace elements' are by definition 1000 parts per million or less, which assuming the surface layer is at least 1 cm thick (4mm is enough, actually) fits your description.) disregard that. I was thinking of tons (m^3.) rather than grams (cm^3) I don't know if there's a level  below trace, but  "less than 1 part per billion" is  downright homeopathic.
Assuming this refers to rare-earths or something, that is indeed very little material (as far as a cursory google search reveals concentrations of 5-20% of rare-earth oxides are expected in prospective ore, which is 2 orders of magnitude above "trace")

The House of Decados agrees with House Li Halan. From now any trade and transport ships have the right to freely transit through Decados space dominion. Any battle ships may also use Decados space routes, but their captains have to send notifications to Decados administration beforehand.

I agree, I will do the personal diplomacy here, but I will still be adding some Known World Geography lessons in the game so Margrave can do some more cool screen shots.

Additional House Rule:

This will mainly apply to the Li Halan and Decados, but I think if we build a palace on Vril-ya, Shaduveen, Manitou, or Apshai we have to declare war on the Vau by attacking one of their cities.  Since, I like to focus on the roleplaying aspect of EFS, I don't like the fact they those two houses can claim Vau worlds without consequences.  This does not mean we cannot build resource cities we just can't claim the world outright without fighting the Vau.  This doesn't apply to the Al-Malik or Hawkwoods with the Symbiot worlds since they will be in a constant state of conflict they can and should be able to build cities or palaces on them at anytime in the game.

Everyone in agreement with this additional house rule?

Gameplay Tip on Ruins

FYI to my fellow players especially those new to Emperor Wars with the increased military strength and interplanetary presence of the League and Church in this mod.  Those AI factions will start attacking ruins within the first 10 turns causing chaos on your worlds.  The best strategy is to locate and clear your rebel ruins as soon as possible or face losing their hidden treasures to the League and Church while having new rebel adversaries or dormant Symbiot spores awoken by the League and Church's meddling.

I can agree to that. Perhaps we should expand that to both the League, Church and Ministry worlds. Its not particularly believable that any of the NPC factions would allow House settlers without some sort of payment or open war.

Although judging from what little lore I know the Vau actually seem okay with settlers at least on anything that isn't Shaduveen and the Embassy world. I could be wrong.

Also on ruins, no frigging wonder the Church/League/Rebels were constantly fighting each other last game. Its only a matter of time now.
