[?] After the audience, you find yourself escorted to the Weyland Camp, in the company of the Jarl and his men. The letter of the queen in your hand and sword on your side, you are introduced to a group of fine looking prestoners in civilian clothing.

The Jarl leans his prodigious girth towards you and with a broad smile begins to talk. You can't fail to notice the strong smell of meat and honey coming from his mouth and of course the smell of sweat practically forcing its way up your nostrils.

Well, well my friend. The Queen wants me to give you twelve fine prestoners, here you go. Twelth of the finest specimens taken directly from my personal share of the plunder. All in the best of health and unharmed. Beware however these men are cowards, each and every one of them has surrendered instead of dying like any proper man would.

You can of course inspect them, if you want.


The Jarl beckons you closer to the men, which are clearly uncomfortable. Behind them three Weylanders with their flintlock pistols make sure that nobody gets any funny ideas.

The Jarl closes in grabs one of the Prestoners by the head and opens his mouth while drawing back said mans lips to reveal the teeth as if the prisoner was but a horse.

As i said, good teeth, strong physique and if you care for such things also good-looking. The best of the prisoners. Each of them is worth at least 3.000 Weylandish Sesterces*

The Eel looks at you with a very pleased grin, expecting to be praised for his generosity.



* The Weylandish Sesterces is the average currency used within the Weylands. An average worker of Elbreth would make about 900 Sesterces a year...if we compare his income to weylandish currency. Slave prices waver much within Weyland but a slave fetches atleast  1.000 Sesterces (for children or otherwise useless slaves) and up to 6.000 Sesterces and beyond (in the case of especially well-trained and well-educated slaves, specialists and others).

The Princess sat at her desk (the Factor's desk, but they were starting to see about moving furniture into the old castle, repairs notwithstanding) and dipped pen to ink.  Bureaucracy was a chore, but an essential one.

In the Princess' Study...

The fireplace burnt low, and by this point Erika was chiefly reading with the aid of her bureau's gas lamp.  Stacks of books, ledgers and maps were spread out across the room's furniture, save for a side table with some brandy and a comfortable armchair.  Erika meticulously
scanned each book and ledger, cross-referencing with others and then making studious notes in a heavy, until recently largely blank book.

There was a draught behind her, but no other sound or indication of arrival.  Erika looked up and smiled.

"Ah, Hassir.  Take a seat, if you wish.  Before your report, I wanted to ask you something?  What, ultimately, is your goal?"

Earmark 1d for military resupply, 2d for Captain Andres' re-recruitment.

Research Action: Study public archives, taking extensive notes.  Build up a picture of the trade network of Elbreth and its surrounds, our chief partners, and what needs to be restored or improved.  Identify chief assets and obstacles.

Hathcock frowns as the Jarl shows off the man's teeth, shaking his head and stepping up to the line.

"Jarl, these are men, not horses. The teeth are unimportant. What truly matters is the bite."

He steps up to the man at the end of the line, staring into the Prestoner's eyes for a few, unnerving moments, and waits for a reaction. Does he dare stare back into the knight's eyes, or does he glance away? Or, perhaps, does he just stare into space, unmoving, like a broken man?

After he finishes his "test," he backs away from the prisoners, chuckling.

"I suppose I will take them, Jarl. I apologize for the inconvenience on your part, of course, but I do have a mission. Thank you."

After Court, of an Evening.

Erika sat down in the heavy cushioned leather armchair, letting out a soft groan and massaging her temples.  An ever-flowing cascade of morons and people she could not help.  One of the servants had already laid out tea, and Erika seriously considered having her bodyguard/double outside test it, but shook her head.  If Hassir was doing his job, poison should not be a concern.

A servant entered and bowed.

"Grand Abbess Santaria, majesty."

Erika nodded to him and sat herself up a little more presentably, smoothing out her dress.  The Abbess was shown in and Erika gestured to a chair.

"Welcome, Abbess.  Help yourself to some of the Factor's best tea.  How fare you, friend?"

The Abbess bowed slightly before sitting.
"I am well, your Majesty. It seems odd somehow that we've succeeded... though I suppose with God on our side, it was rather inevitable." She paused and regarded the Princess for a moment as she poured herself a cup of tea. She inhaled some of the steam and took a sip. "You look tired."

"I am tired.  I think when things settle down - well, they never will, let's say when the country is functionally running - I will need to take up a hobby.  Finally get down to doing some botany or other research.  As for the gods, nothing is so evitable as their favour, you know that as well as I.  If the line of Sigurd has a god-given right to rule, it is one that must be continuously earned."

Erika took a sip of tea and a bite of lemon cake.  They really were rather good.  Another sip of tea cleared her mouth.

"All in all, it seems most important to solidify the myth - I mean that in the sense of a story, or narrative - of the divine Queen.  The Archbishop might object, but I know you better.  At the risk of strengthening your political position in relation to him, will you do me the honour of crowning me in the name of the gods and the Cycle?"

Ssyrith brought his eyebrow up at the question, what an unusual question for a ruler, but perhaps this was just another unique Human thing. Bowing his head slightly he took the seat offered before bringing his claws to his head in thought for a moment. "To continue my studies into poisins and the development of new ones. An admittedly unusual goal I must admit, especially in regards to my recent actions, but I find those actions nessicairy given..." He paused for a moment next, nipping his tounge slightly before continuing.

"I was driven out of Hatcur under false allegations of murder, to preserve my own scales I had to leave very quickly, this meant abandoning my lab, most of my equipment and even most of my wealth. My life was, and still is, in danger if I where to ever return to Hatcur, so I left for human lands. But as you no doubt know Hatcuri aren't very common or welcome out here, and even amongst Hatcuri I am considered a freak, so I was very rarely met with anything other than suspicion and hostility. I've had to abandon whatever small laboratories I managed to set up more times than I care to remember thanks to hostile mobs. When I met your rebellion I was broke, with only some sparse pieces of my research notes left.

In your rebellion I saw opportunity, if I played any part in your rebellions victory, then I'd surely be able to make a more permanent residence in your new regime. So I offered my services, unfortunately your rebels weren't very interested in my skills as an alchemist or poisoner, so I offered my skill in espionage I had, acquired during my time in Hatcur and my travels. And so I ended up your spy master, a position with far more duties than I had intended, but also places me somewhere I can help ensure you remain in command, as I doubt I'll last long should you be ousted from power. Once the mad shuffling of the present is over and you are more firmly positioned as Queen, I plan on acquiring a new lab to continue my work on the side of being your spy master.

Ah but now I am wasting your time, you asked for my goals not my life story. The report is simple enough, most people are happy with your reign and I managed to capture a large number of Republicans, though unfortunately my appearance and reputation have made has made both acquiring new agents and a working printing press rather difficult, though I am already taking steps to correct that."

Andre had a lot of papers that told him he had been granted an amazing amount of money, and was glad. He could keep his soldiers with him in the no doubt hard times to come...

He needed to get them out of the inns and whorehouses, though-into a proper barracks. Otherwise he'd be back asking for another 2000 piastres in a month or so.

...

It also occurred to him he hadn't gotten word to his mother, father or three sisters in nearly six months. The last year of the campaign had been hard. He hoped they were safe...

Action: Use my granted 2D to retain my regiment. Let's find some place to keep them, right? It's time to move in and organize military housing/training from former Preston military camps/garrisons.

Also, get back in contact with my family, see how they doing...

Ryan was not exactly satisfied by the state of his men. He'd given each man a pistol, and a horse, but he'd decided to leave them in civilian clothes for the mission. After all, he didn't want to risk encountering a Prestoner patrol and being slaughtered. They were a motley crew of riders, and none of them were particularly good riders, but they would have to do for now.

He had made sure to explain to his men that he was a Prestoner, just as they were, and that, once their message had been delivered, he would let them return to their homes. Once they were safely inside the borders of Preston, and his mission had been accomplished, they would be free to return to their homes with no strings attached. Until then, however, he needed them to accompany him. "If you abandon this mission, before the message is delivered, all of your friends and comrades will remain slaves under the Weys forever. I do not plan on allowing that, but, if this peace is not brokered, there is nothing I can do." Once he felt they were willing, he prepared to set off.

The cavalier carefully led his men out of the city, escaping the large crowds of pedestrians, and took one last, longing look at Sheepstead, before setting off towards Preston at a trot. His men followed him at near the same pace, if significantly less gracefully.

Give the men pistols, and horses, but don't give them uniforms, in case we encounter the retreating Prestoners. Ride for Preston at an even pace that my men can match. Ask civilians along the route how far ahead the Prestoner army is, and try to avoid encountering their patrols.

You find out that Anate Norn claimed one of the presses and that independent press was already running in the capital in most locations. Last but not least, the printing press of the Republican club in the Crowned Head pub was suddenly working as well, likely a reaction to your arrests. The republicans were still a minor group, but they added to the information noise that was generated by the press and agitators in the capital.

[5] On this occasion your agents find a large number of like-minded and active people – despite the revolutionary fervour and the national character, there are quite few Elbrethians who would not mind serving their Queen in less than savoury ways. To hire these people and maintain good information network beyond the capital would cost you 1d, and to create out of country agents in other nations would cost you additional 2d on top.

[4+1] To find information about Elijah Stiles, one only had to turn their ear the right way – the man was well known in the capital for his spending, way with women and his equally skilled craft with words. You do not have a lot of trouble finding out that he is one of the many romantics and bohemians on the capital, but himself is a staunch supporter of an open government. The man has a past of subversive activities, but they are nowhere on the level of things you used to commit yourself to or things that a more radical people were able to do.

He seems well versed enough in political theory as and was capable of rousing people in need, and it is no secret that he managed to snub Viscount Adequin once in a debate carried out in one of the many coffeehouses of Sheepstead  - ever since then Julian was confined to his residence while the streets belonged to Elijah.

The man himself was also easy enough to find, making his chief agitation place in that same coffeehouse in the Foreign Quarter (no doubt as the establishment was run by a Korlanman).

“Ah, the hero of the revolution joins us, finally! Welcome, Son of Elbreth!”

Stiles, a young man, in his late twenties at most, has longish dark hair, which falls in light curls and is tied back in a short tail. His keen hazel eyes are curious as you enter and are greeted. He himself wear an undone shirt and a loose jacket, extruding that careless attitude of an eternal student. The crowd surrounding him was a combination of young and old, students and inellectuals, some workers and nobles too. Coffee and more war being drunk and loud discussions filled the place.

Stiles becons you to sit with him and his companions, few men and women who up until now listened intently to a debate going on between Stiles and one of his friends. The eyes of the people are suddenly on you as you join.

“Finally, here’s a man I can talk real politics with. Tell me my friend, how are you?  Did you manage to live and survive the suffocation by the upper spheres? Their air is not for the likes of us, apparently.” A small laughter rolls through the group.

“I’m sure you are curious about my political plan, but before we discuss me, I want to know what are you about. You were with Erika since the very beginning of your march here, you must know a lot about her.” You notice how freely he talks about the Princess, as if he held no regard for the divine right, using her name and being quite open about his interest in her.

“Truth be told, a lot of people urged me to go out and meet her, and agitate as much as we can, but after her first address, I thought it would be good to give the girl a little breather. Not to mention, a single letter was enough to bring you here. So tell me, how is she? How are you? What are the plans? No need to beat about the bush here, the time is finally here to get down to work!”

Humbert diligently manages your affairs as your interim secretary. You are sent receipts for the expenses soon enough as a proof, with Humber taking care of the rest.

[6] You work very diligently, if not too much. Coffee can do only so much for someone as young as you before you are sick of it and suffer some aches –  the resulting tiredness does take away some of your focus – you are unlikely to do any more research or heavy work for now (until next season) but you still manage to find out plenty about the national economy.

You have already been made aware of the money situation by Norn’s earlier research – the economy is in chaos, due to a lack of national standards or currency, with Prestonian money and measures still in place, but unsupervised and substituted with other currencies where possible. Efficient taxation and trade are impossible without defined standards.

Elbreth has been a land of cloth for ages – name of the capital itself is a strong indication of that. Wool, textiles and thread are all traded with neighbouring nations, in particular Weyland, who have high demand for warm clothes and up until recently Preston, who made an industrial killing on the wool of the country. Lonemine was a major importer as well, up until the collapse of the mines there and resulting poverty. At the moment, they import little and if any, and they are more interested in stealing few sheep on the border rather than buying the cloth.
Elbreth is also a major hub for trade between Brighthall and the Storm Coast, as the former is landlocked and always had a huge demand for manufactured and luxury goods, in exchange exporting grain, leather and paying their way with gold and silver.
Elbreth also is well-supplied with grain and timber, and the Prestonian industrial growth did not make a major dent in natural resources of the country yet. The countryside and its wealth are controlled by the aristocracy however, who are satisfied in extracting feudal dues and taxes, turning a tidy private profit. The peasants themselves are not educated in modern techniques and as result the food production, while sufficient, is below the capacity of the country.

In the older days, Elbreth imported a lot of manufactured goods from Preston, ores from Lonemine and raw materials and leather from Weyland, while furnishing the long-distance trade with Brighthall. Forays from the merchant guilds did not take root as the direct occupation stopped that but under Preston independent business grew nonetheless, until the revolution.
 
As it stands, the country needs access to the sea, be it directly or via peaceful connection to continue the trade with Brighthall and to restart its cloth exports. Also, the country has little if any precious metal and industrial ores and more importantly, the infrastructure as it stands cannot bear any more growth – railroads or even metalled roads are not existent beyond the ancient paved highways (much in need of repair anyway) and Sheppstead’s export capacity cannot expand any more. As a result, information flow is slow and growth is stalled.

He takes a sip of the coffee before indulging you further.

“The people have their hearts in the right places and I am sure our nation will prosper with that, as long as its leaders are serious about working for the country. After all, you can hardly manage all of it with good heart and honesty of the people, proper oversight is needed. Not to mention, a degree of… composure, certain qualities and attitude that will make the entire process of transition to independent rule all the smoother, both in material terms as well as people working at the highest ranks. I hope you follow?”

He looks at you with a keen eye.

“From what I heard, and I mean it in no offensive terms, Erika has been styled to be somewhat of a saint among the people – tireless servant of Elbreth, saviour of the common man and the redeemer of Sigurd’s Blood. But how is she really? I know you already said that she is of noble quality and certain quantity, but surely it must be a lot for someone so young.”


Isaak Andres

Most of your men quickly gather to receive their pay and clear their books before sticking Elbrethian red and blue ribbons in their hats. You noticed that some of them also added the white colour of Sheepstead in the middle between the other two colours… .
The soldiers are established in the Prestonian barracks in the Citadel, next to existing Elbrethian troops. Your individual regiment, although paid for and led separately, did not relish going back to ordered military life, whereas army colonels looked at your men with annoyance and frustration. You knew that they could give them a run for their money if they tried, but now, you were comrades and Elbrethians all.
The Citadel was full of work and construction, and it seemed that the army would not rest there for long – The old castle was being readied for the royal restoration and the troops would have to move out. However, this was not a concern for you- your immediate needs were taken care of for now.

[3] Your family is well, as you learn from correspondence from them – albeit somewhat troubled, as they found themselves enveloped by the retreating Prestonian forces and ended up on the wrong side of the border. While safe for the time being, they had little opportunity to work or get organized, as the events took them by surprise. It is likely they might not leave before winter, and travelling then might be impossible.

[5] Your knowledge and skill seemed to be a magnet for the people who wanted skilled work and had technical expertise - your own knowledge also knew what kind of men you wanted to have. In a short time, you have a cadre of supervisors, engineers, technicians and designers. Although few, these people are ready for work and are able ot kick off production in elbreth's factories. all they need is funds to get the equipment working again. In your case, they need 1d.

Anate Norn had not realized how much he missed places like these until he'd walked in the door. The ever-pervasive aroma of coffee, the spirited discussions, the well-worn tables and ancient stains that marked the presence of countless good-hearted men and women who'd made their home here. Only a short time ago this fine establishment would undoubtedly have been called a powder keg house - it could've been any of the dozens he'd visited in Miring and elsewhere. Idly he wondered how his friends in that grand city were doing. Liberty would be won for them too. It was only a matter of time.

His first impression of Stiles was a good one, though the way he spoke of the Queen itched at him. Well, it was understandable - it wasn't like the man was agitating for her downfall or anything, after all. Anate gladly took the seat and drink offered to him.

Ah. This was the life. Days stressing over the royal treasury, meetings with the Ligurian that only showed his lack of understanding over the business of economics... it all seemed a distant memory. Here, he was in his element.

'She's no girl, Mister Stiles, I assure you. I have come to know the Queen as well as can be expected, and have found her a just and intelligent young woman. I know that she has the best intentions for the people of Elbreth - though, as you can imagine, there are... reactionary voices at court that do their best to misdirect her,' he said, with a hint of reproach. The man should show the Queen at least some respect. She had won them their freedom. 'These... people wear on me, I admit. The ruinous state of our country has also preoccupied me as of late... but now that I am here at last, things are beginning to look much better.'

He smiled, looking around. A good mix of people, a good foundation for their new state. He needed to make the Queen see that.

'What wonders would we see if nations could be governed from the coffeehouses,' he said with a laugh. 'I see good people here. People our Queen and Elbreth need now more than ever. I promise to you I will not rest until we have made Elbreth a free, modern nation.''

He turned back to Stiles, lowering his tone a little. The Queen had probably not intended her offer to be heard by every single soul who'd walked in from the street.

'To get to the matter at hand... the Queen has reforms in mind - quite sweeping ones, eventually, I'm sure. For now, she's asked me to convey her wish for local assemblies of elected representatives and a similar civil service; a meritocratic system, with written examinations for applicants. I've not yet had the chance to discuss the exact details with her,' Norn said, and took a breath. 'I know - this can only be the beginning of proper representation. Do not think for a moment I believe otherwise. But the truth is that Elbreth still teeters on a precipice - for now, the Queen wishes to focus on stability and order, and I must agree with her.'

'The Queen absolutely wishes your aid in modernizing Elbreth, especially when it comes to education. I would be glad to take any proposals you have to her,' he said. 'That is what I suggest we busy ourselves with for the weeks to come. Concrete plans and reforms. Once we show the necessity of change for the social and economic wellbeing of Elbreth, whatever arguments the reactionaries and aristos try to sway her with will fall on deaf ears. It is, as you say, time to finally get to work.'

Stiles sips his coffee as he listens to you and puts his cup down as you finish.

"Your plans are... peculiar, to say the least, although noble. It's hard believing that they will allow free assemblies, but if Erika guarantees them, I could get behind most of them. It is only right that assemblies run the local communities, but this must go further! People are the blood of the nation, therefore it is educated populace is an enlightened populace. We ourselves have enough knowledge behind us to know what is right. We must ensure that everyone has access to knowledge and voting rights, we must oppose the elite demands for exclusive power, whomever they might be.

My plan is simple - if local government is to be in assemblies, then the central must be so too. Erika may reign as our divine monarch, but the rule should be with her people, who would decide their own fate. We must be read to defend those rights as well, otherwise all those blue bloods will be drowned in their own blood."

He stops and takes another sip. His expression eases up after this tirade and smiles to you. "Baron is just a moniker - I use it whenever I am invited to see the nobs. I find it amusing that one can slip in and out of the nobility so easily. Shows how little value it has as a concept."

As the two of you talk, you can see some white stuff falling outside the window. It picks up and falls in thicker and thicker bits, until it covers the street outside in white. You can hear children cry out in joy but most of the adults only grumble or don't take any notice. Yet, you know that your time for some things is up.

[?] The snows get heavier and heavier, with winds and  storms covering the country in a thick blanket of cold, white fluff. While the first days are a joy to the children, when the cold visits the capital, pipes freeze and burst, wells turn into ice and all but the poorest people are afraid to leave their houses for anything but the most important needs. Burglaries and thefts fall, but so does trade and painful, ever-present cold reigns in the country.
