I'm not the GM, but I believe that a phylactery is not a simple item. But it up to MrVoid on the matter.

So... are supposed to have 6 communally controlled characters, 6 allied players in a party/partnership/what have you, or 6 competing players?
If the later two, what level of RP was intended? (don't say "as much/little as you like"- you had a level in mind when you made this)

enchanting is a simple drawing magic out of the aether and violently shoving it somewhere unnatural, just like smithing is taking iron out of the earth and violently hammering it into an unnatural shape. Creating this style of phylactery would be like making a one time use magic grenade. And its really tempting to let you do that...

3-6 allied and not necessarily competing characters, who have to do their best to pay their taxes each month or be imprisoned. The city also has a "quality" stat which increases or decreases depending on the welfare of its citizenry including guards, farmers, adventurers, nobility and your good selves. If that stat gets too low, your city becomes at risk for a monster attack to wipe it out.

I imagined that RP was going to start slow and pick up later as deals were struck, plans made, and alliances cemented.

After four months of mourning, the merchant families declare that the time has come to attempt to reestablish the old trade routes, a call is put out to all young dwarves to arm themselves and go exploring.  The families have even opened up their obscenely tight coffers for a short while and are funding the early exploration.  The remaining merchants are forbidden from exploring as their work is too valuable, so you as the apprentices who survived the Comet's arrival cannot sally forth on the families' gold.  Additionally, because you cannot possibly produce with nearly the efficiency or the skill of your deceased masters, you have been shifted down, out of your previous shops and into the small Giant-mushroom homes near the bottom of the city. 

Acral has survived this long for two reasons, first, it is built on top of an adamantium plate and no one in 1,000 years has been able to even lightly damage the legendary material, and second, it has an epically complex maze of passages and mineshafts that can easily be collapsed for defense.

Name your shops and begin producing, people will be looking for cheap weapons, armor, tools, potions, spells, enchantments, jewelry tricks, traps and anything to give them an edge.

Name the Shop "Belly full of Potions" and make some brew bases, then immediately use those To make A pot of Healing Liquid. Enchant some  bottles a tiny bit to make them preserve the potion inside.

The name "The archer's outpost" while sounding like a pub will do. I'll best start with arrows. Stone would be the simplest, but I'm sure there some metals laying around.

you start with 1000 gold
Iron is abundant and inexpensive for a metal 100g a piece
Wood (can ask for specific kinds for a higher price) is difficult to acquire from underground 50g a piece
Mushroom stalk (a pseudo wood that is less flammable but more fragile than wood,) 10g a piece
Gold 500g a piece
Silver (bonus damage to undead and certain beastkin when used in weapons) 350 a piece
Copper 100g
Tin 100g
Coal 10g
standard animal leather 10g
feathers 5g
tensile string 20g
standard ink 50g
g. shroom cilia 5g
fire bloom 5g
gold tongue 5g
bottle of g. shroom spores 5g
Common items like water, stone and dirt are either free to acquire or are included in your taxes.
Rare items like gemstones, rare metals, alchemy ingredients, rare creature skins, etc... must either be bartered from adventurers/miners/hunters or found by following an adventuring party, which means you will have to have someone watching your shop, and you'll have to pay them.
