((That is a very good question. I would say that it doesn't legally. However they would be punished in the same way as if they were spreading religion if the philosophies go against the authority of the Great King. The punishment for that is 1 year slavery or 2 years imprisonment 6 months imprisonment. Any other philosophies are fine within reason.))

((Assumably, only the easterners have dealt with their nomad issues as of late. Though I would be quite happy for a map in all actuality, you'd just need to leave spots for any additional city-states to be added.))

Once the delegate's letter arrives back from the great hall in Serbis, The duchy turns it's attention to the great river. Mobilising hundreds of men, along with a military escort it begins one of the largest projects in the river's history: The bridge. Designed as a reinforces stone bridge, it would mark the definite crossing point of the river, and with that, a major point on the trading routes. And with that under it's control, not only would the duchy benefit from the amount of wealth generated, but it could also control who in the east traded with the west, and vise-versa. Needless to say, the construction of such a bridge was considered important.

Of course, any good mood in the duchy was shattered with the arrival of outsiders that claimed to live in the very same mountains the duchy. While the nomad city was expected, the other one was not. Needless to say, the mood in the ducal capital was starting to get tense.


Actions:
Aerindinus tentatively accepts a mutual defense pact with Terra Arma, but ejects the missionaries citing incompatable cultures as the reason for doing so. Still, it does send the missionaries back with it's own delegation and attempts to use them to try finding solutions to those problems, along with laying the groundwork for a more comprehensive alliance between the two states.

Aerindinus starts construction work on a large bridge to cross the great river, sending in enough labourers to build, construct and supply the work on the bridge, also deploying two companies to guard the site

For the laboratory, the duchy sends several scientists along with large shipments of construction supplies for the strusture itself, more or less trusting the security of the facility to the other powers operating it.

In the aftermath of the council meet at the Great Serban hall, Aerindinus also sends emissaries to the other mountain nations to invite them to a summit hosted in it's own capital to discuss regional politics and affairs.

((Is Serbis invited to the summit? also think of the river kinda like the nile, its extremely wide/shallow/and slow which makes it hard to make a bridge across it, there is a thin strip in the southern mountains that is not wide but it is deep and rapid compared to the other parts up north. I need to find some way of drawing the map online and ploping it into the OP))

[all nations in search of old world tech have come up with nothing but a few old wind turbines that are inoperable]

OK now that this game seems to be on its feet finaly, I can start posting rolls and such for your nations actions, Serbis is now a political state and not really part of the world around it, Think of Serbis as Rome to the Roman empire. It is the meeting ground of your delegates and is protected by a self operating military.

A sharply dressed, black haired and clean shaven delegate stands up. He smiles menacingly, and pulls out a plan of some sort of building.
"My dear friends, we are here to lead our men to safety and happiness, aren't we? But who is the real troublemaker? Criminals? Dissidents? Rebels, anarchists or maybe even unhappy citizen? No. The real trouble is a concentrated group of these led by a charismatic fellow to kill and maim us. We need to contain these and... reeducate them before harm comes to them, as harm is the only possible effect of their rebellions. We need a facility to make them into productive men eager to work for their nations. And with some help, I may be able to build such a facility, of course with some help with you, my friends. I expect you to supply us with food, building materials, wood and maybe some metal, and in exchange, I will build a great re-educational facility you could use.
He forgot to mention some important details, like controlled brainwashing and that the people that come out would be completely loyal to the Commonwealth  and their beloved leader, whose name is unknown.

((Actually, I wouldn't say Serbis is like rome. Doesn't really have the power to enforce it's will over so it's more the capital of the holy roman empire in the middle ages. As for the summit, Serbis isn't invited due to the fact it's one involving the mountain nations, and Serbis isn't in them so...

Also, I never said the bridge project was going to be easy. Seems well-worth the effort though ))

Anyway, actions shall be spoiled for length.

((Personally, I think it should be called the River Hall Summit.))
((Based on the information from here and here, I'm guessing that the West Plains are sandwiched with the West Desert to its West and both the West Mountains and the West Forest to the East, both those regions being adjacent to the river. The North Ice Flats I assume are adjacent to the West Desert, West Plains, and West Mountains but not to the West Forest. I will play as if this is correct but I would very much like clarification on the geography of all the Great River regions.))
