Remain prone and stay hidden if possible - is there a parapet on the edge of A-12 roof, or something?
Slice through the soldiers of C-15 through C-17 (as well as those buildings themselves plus C-5) with a nice ugly foot-thick couple-hundred-degrees-Celsius-hot heat disc elevated to around average human center-of-mass height parallel to the ground. If using a less thick or more irregularly shaped (i.e. polygonal instead of circular) disc is less difficult, then do so instead.

ADD:Question: Also, Steve, who of us on this mission would be mostly unaffected by an EMP? I guess Miyamoto and Flint due to heavy shielding, possibly Renen? What would an EMP do to a synth-flesh body, Mesk's repair bots or my Mk II? I presume that at least the exoskeletons in Mk III would shutdown and hinder their users, if not lock them in place.

Move south (left on map) until I'm about where Lars is, then fire laser on same settings at c-16 and sweep to c-17. Make sure to tell people near there to keep out of the killzone. If a teammate gets in the line of fire, stop shooting immediately.

((Huh. Looks like Indigo Hydra targets inorganic targets only after all organic targets in range have been eliminated. That's good to know. Otherwise it acts much like a long range Tesla arc in that it kills anything in front of it, friend or foe. Wonder what it would do if I pointed it towards Altered...))

"IDIOTS! NOW LOOK WHAT YOU MADE ME DO! SURRENDER NOW OR BE DESTROYED!"

Change weapon to Blue Lightning mode. Land in cover close to enemy troops.
If people continue to refuse to surrender, then attempt to microwave them into submission with the Laser Cannon.
If the less-than-lethal attempt to incapacitates them fails for some reason, then fire Blue Lightning at them.

Advance North (to the right) until at about A-11, then sweep laser from D-5 to D-2. Aim at such an angle so that the beam hits the ground at the end of the base. If I see any vehicles/battlesuits coming from that direction, shoot them as well, increase intensity if needed. Swat away heavy projectiles going to teammates with manip as needed.

Pandas, finish up in your sector, then head north from the upper, aka western, part of the base, as per the plan. Oh, and take care of Maurice, he overdid it a little bit it seems, he'll need some time to recover.

Go throught buildings C-11 to  C-14 checking for any hostiles in BT. Kill anything that it's not  a team mate.

You continue slicing shit up but there's no one else around that you can see. At least no one running into the open. You start broadcasting the surrender signal but no one responds.

You cut a hole into the building without any real problem. It drops into the room below with a spray of still burning drywall embers. All you can see below is white linoleum tiles.

You drown your brain sorrows in a hefty portion of HMRC standard. Your head stops hurting almost immediately, though at the price of you becoming hilariously drunk.

You kick down the door to c-11 and promptly split what appears to be a receptionist or other office staff in half as you walk through a small entrance parlor. A man in vestments you don't recognize attempts to flee from behind a desk into an ajoining room, but you catch him in the head with a slice that takes off about the top 30 percent of his skull and he splays out onto the ground. You move through into the next room and find several other men in similar vestments there, and half dozen other people crouched and hiding behind pews. Huh, this must be the chapel or temple. Or whatever they call this kind of religious thing.

HMR stands for Hazardous Materials Requisition, not Horrible Massive Ruination, though I can understand how one could get confused.
