I merely adopted that role to help reign in people and think of implications. Making crazy shit up is perfectly fine for me as well, previously I have indeed suggested things such as furniture spiking (just like drink spiking except with drinks instead of furniture) along with having an ability based around conjuring Jungian persona summoning Freud as one such entity.

Can perks be hidden? For example, say a magic perk grants a magic boost when people (other than the player and the GM) start using japanese honorifics, glomp and RP with each other in the OOC, proportional to how much of it has recently occurred, provided that the player and the GM did not initiate it. The perk's details would not be revealed to anyone to prevent abuse. Would that be viable?

Make it declarative and more random. So each time it's used the trigger changes to something else that occasionally happens IC or OOC. Limit it's use to once per encounter. So the trigger is always set by Smurfington, who can balance it if necessary by having the next one be something rarer. Activation consists of a declaration with confirmation by Smurfington.
