I would ask why fire can burn two men to death without getting hot enough to burn a book, but then I read "INEXTINGUISHABLE RUNNING KAMIKAZE RADIOACTIVE FLAMING ZOMBIE" and realized that logic, reason, and physics are all occupied with crying in the corner right now.

The ship is capable of using one of its lances to provide orbital bombardment, but while its doing this pretty much everything is down except life support and shields in order to power the lance with enough energy for the bombardment. It also cannot enter the atmosphere.

Astin takes a look around as if looking for some threat, you can clearly tell the man is scared when he turns back to you and beads of sweat are beginning to drip down his brow. Clearing his throat he finally answers you,

"This Slicer has been killing high-ranking officials in the Arbites, wealthy traders, Administratum scribes, officers in the PDF, and even a tech-priest was found dead though the Emperor knows we have few enough of them on this planet as is. Those he kills are found with claw-like wounds on their body that are partially burned from something, and whats worse is he'll kill his targets and anyone that gets in his way if he needs to from what we've seen. Just last week a merchant noble was found dead in his manse along with twenty guards killed by the same claws as always. Eight personal combat servitors were also found though they were ripped in half."

Go ask Eomann for his report on the armoury, and ask him if he knows of any creature that could cause wounds such as those described.

Utilizing xenos would likely make you a radical, and would most definitely piss of your faithful ally Eomann as his purpose is to hunt and kill aliens.
Bear in mind this is not always true; there are some xenos that are accepted in the Imperium (at least, among those who have the authority to know) such as Jokaero, and others like Kroot or Eldar that are occasionally either allied with, used as mercenaries or similar.
Plus, "utilizing" is a rather general term; screwing over some xenos to the benefit of the Imperium is always fun. Except when it turns out to maybe have been a bad idea, like the Octarius war.

Also, a lance strike fired into a ground conflict is hilarious overkill for... just about anything.
On a related point, I note our ship has a rather... minute crew, and not a lot in the way of armaments. One of those special Inquisition tiny ships?

Hmmm. Could be quite a lot of things, though the burning is interesting.
Genestealers would be my first thought for super-violent claw-based infiltration murders of priority targets, but partial burning doesn't match.
A power/lightning claw or the like might, or a Psyker- Hopefully they sent the Inquisitor of the right Ordo to deal with this...

Go ask Eomann for his report on the armoury, and ask him if he knows of any creature that could cause wounds such as those described.

Also inquire when the first rumors of this serial killer occurred. Tracing it at the roots and quelling the local unrest seems best as a short term goal to aiding this planet.

Ask the possible motive of said serial killer towards Astin (or anyone who would possibly know). Any idea, hint or tangible goal of the killer? What did all the targets have in common?

The ship is the vessel of a small time trader, Rodrick joined the Inquisition a few decades back under your previous Master.

Eomann hails from the Dark Angels Chapter.

"Around when did these serial killings begin taking place, and is there any known connection between the lot of those slain in these actions, and while you're at that if one of your officers would please arrange a meeting with the tech-priest. That is one of the first leads I'd like to inspect during the investigation."

One of the officers, a younger looking woman with a surprisingly clean and orderly uniform, dashes off to the elevator which you assume is to arrange the meeting with the Mechanicus though you never know with these types. The man quickly answers rather happy it would appear to be serving an Inquisitor like you with a space marine in your retinue, you realize it'd probably be best to keep the fact that this is your first mission as a full Inquisitor a secret from them.

"The murders began a few months ago right as the election campaigns for Wallden's governor began, all the people murdered by the killer seem to be in positions of power as they are either high ranking officials, members of noble families, or highly successful traders and such. The Arbites haven't announced any other connections if they even exist, so I can't really help you there I'm afraid. I'm sorry I couldn't be of more use to your investigation, but my men stay within these walls for the most part and those rare time we send groups out for supplies they're in large groups that go straight to their destination and straight back."

You thank Astin for his help, and walk to the elevator heading for the armory with your escorts at your heels the entire way, the ride down the elevator takes a few minutes and it passes through twelve levels before finally opening up into a rather cavernous sterile white room. The walls are covered in weapon racks laden with shotcannons, lascarbines, and autoguns while lockers are interspersed throughout that likely hold armor and utility items. Straight across from the elevator you Eomann, a massive mountain of a man in shiny black power armor, stands chatting with a rather rotund man behind the a counter whose right arm is replaced with a gleaming mass of metal and wires that signify a cybernetic replacement limb.

You walk up to the counter, and Eomann and the man fall silent as you speak up,

"Eomann what have you found?"

"The armory is clean Madam Inquisitor, all weapons are standard issue Imperial weapons with the allowed deviation for personal augmentation and sector manufacturing differences. There is no trace of a taint in this armory, in fact this here is Quartermaster Huvis Argin who was an armsman until his arm got blown off and he assures us that he checks all the equipment monthly to investigate any strange differences in the gear. Is there anything else you need of me?"

"Yes actually, this supposed serial killer called the Slicer's trademark appears to be the type of weapon he uses which leave behind claw like rents with scorch marks interspersed throughout the wounds. Is there any xenos race you know that can do that, or are we looking at a human perpetrator?"

"That descriptions sounds like the typical wounds left behind by power claws, and as far as my knowledge goes there is no xeno race that would use such weapons without leaving other telltale signs. We are most definitely looking at a human killer, though how he has such a valuable weapon is one of the main questions that come to mind."

Glancing over at the quartermaster you wave at Eomann, and walk over to a far corner of the room that seems to have been set aside for some very basic workbenches where you also wave the armsmen away to a good distance. Turning your attention to Eomann you put voice to your worries,

"Do you think the serial killer could be a traitor space marine, power claws are rare enough in normal society but they can be found quite easily in Space Marine chapters ..."

You're met with a brief moment of silence as Eomann contemplates the words you've said, its broken when he shakes his head and replies,

"Very unlikely all things considered, it would be rather difficult to hide if it were one due to the fact that their size alone would distinguish along side their armor which would further distinguish them, and then finally the taints of Chaos would be rather apparent on a traitor working with such skill and equipment."

Nodding you signal to the armsmen, and make your way to the elevator once more with your escort complete once more, determined to go to the Arbites HQ you take a ride down the last six levels to the planet-side entrance to Waystation 24C. As the elevator reaches the top of the bottom floor it opens up into a massive cavern, quite literally the chamber is a cavern which shocks you when you suddenly realize that the elevator shaft is carved into stone ... the entire city is build into and onto mountains. The cavern is dominated almost entirely by large warehouses placed well back from the gate out of the compound which is large enough to allow four Leman Russ Battle tanks 1 drive side-by-side straight through the gate.

Somewhat amazed by the sight you disembark the elevator, and begin making your way to a small tower like structure carved into the stone beside the plasteel reinforced admantium gates where you can see people crowded about. When you draw closer you find a few dozen armsmen gathered around at the base of the tower structure chatting, off to the side four black APCs sit with their engines off, and most notably you see one of the officers from your meeting on the landing pad above chatting with the soldiers.

When he notices you the man snaps to attention, and it takes a while for the others to realize who you are before they also snap to attention though most are in awe or simply shocked into silence. Nodding to the officer you speak up,

"I'm heading for the Arbites HQ in the city, I want to inquire about what they know of the serial killer, and look into that as a possible path of getting to the root of whatever is happening here."

The officer nods, signals to two of the other naval armsmen who grab their weapons and follow the officer over to one of the APCs which is already roaring to life. Smiling with satisfaction at the ease of being an Inquisitor, quite different from a lot of your experiences as Interrogator for Zaveron, you walk over and climb into the back of the APC. As the doors slam shut the APC roars forward, and you move up to watch as it drives out of a much smaller gate built within the larger gate, out past the gate avenue you see habs stretching up into the gloom. The avenues narrow as you make your way deeper into the city, and signs of poverty begin to become more apparent as the streets are soon littered with homeless, the habs are worn down and the people more so as many are thin husks who probably work farther down in the factories, and mines of the city.

At first you think the ride is going to be uneventful, but as you proceed the number of people begins to thin until finally no one is found on the road as you round a corner onto a straightaway where several junk personal vehicles block the way ahead as if a wreck occurred. Somewhat unnerved you start to order the Officer when you here the first shots start up, the sounds of gunfire and bullets pinging off the truck's armor fill the air for a few moments before a shot finds its way through the front window and into the head of one of the navy Armsmen killing him instantly. You scramble pack into the passenger compartment and turn to begin ordering those following you ...
