Well, if since they are boots and not a jumpsuit you would just walk slowly instead of crawling, as the boots do not affect above your feet.

If you really wanted to exploit them you could use them like suction cup, Simply put one foot on the wall, take your other boot off and put it above you, then insert your foot into that boot. Repeat until you reach desired location. The boots do not cancel out gravity, so you'll probably not want to weigh too much or stay up there too long either.
