Soarla can not force a dead person to become a dullahan. It is always the souls choice. Which means your choice :P

A living person, they can be forced if they fail a check. or are stupid enough to let a person behead them without thinking.

Ghosts are pretty much souls with minds that are manifested into the world, often built by memories if not the actual soul.

Soarla's ability would rather depend on if the soul doesn't want to depart, say if the person didn't want to die.

How can a soul think if it has no mind?

To throw my two cents into this, I say that for a Dullahan to succeed, they specifically have to be the one who killed them- not beheading their corpse, specifically, they have to be the one who ended the person's life. And you have to roll to succeed. Also, I'd also recommend preventing it from working if the person resists being brought back. Or heals from being beheaded somehow.

Souls can have minds, but nothing can bring a soul back short of a Void entity, immense regret or sadness- this creates ghosts-, immense anger- creating wraiths- or a god- not a godlike character such as the Dullahan Lord, an actual god like Mort or the famine god Cheru once served.

Souls can be kept on earth by a vampire's bite, a Dullahan, blood seals, etc, etc, and dead bodies can be animated by ghosts, necromancers- creating zombies- and mad scientists -creating Frankenstein's monster-esque homunculi-, but rarely can souls be brought back, into a body.

This sound good?

I'd probably amend it so Soarla HAS to be the one who ended their life to become a Dullahan, like how she was turned into a Dullahan in her backstory. Otherwise, it'd be a pretty cheap way of reviving the dead.
