I do no "doubt". I know that if they didn't sanction Russia after it just conquered a piece of territory from Ukraine they will not sanction Russia for anything.

I'd let those not participating in the thread vote on that when the time comes, but... rejecting trade ties with Russia, refusing to pay the bill Russia has decided they own, cutting off services to Crimea, going whole hog about EU economic stuff, entering talks to try and join NATO, anti-Russian-language legislation passed, expulsion of foreign Russians and moves to tighten the borders, etc and so on.

Any two of those, really. Probably not even that much.

You know, there are a lot of people who do not like him, and most of these measures would hurt them more than Putin himself.

Still less than a war would. And the point of sanctions, I've always thought, is to put domestic pressure on the leaders of whatever place to change their policy. The best way to do that is to do something that affects the people directly, so it becomes their problem and they push for change. In theory, anyway.
