I did already. They are not going to accept it. Talking to them is nothing but a needless risk and a waste of time.
You never actually explained why all the examples I gave would never apply to gnolls. Or why they would refuse trade, or tribute. Or why attacking them head-on would work out any better than talking to them and getting attacked.

Cymea hears an interesting rumor about a Gnoll raiding party having been seen near the edge of the Llanwrton Vale. It was easily dispatched however.
This Should give you all a good indication as to what the Gnoll's intentions are.
Vikings raided, too, but that didn't stop them from trading when it paid off better. And don't get me started on knights and samurai, pre-chivalry.

I mean, seriously. Did you seriously just say "I Told You So" when all you have is a letter that proves that at least some gnolls are raiders? Might as well cut off oil trade with the Middle East because some Middle Easterners are terrorists.

You know who else lays claim to things? Warlords. They are perfectly content to let people live on their turf if they get paid off. After all, if they kill everyone they only get things once, but if they let you live they can collect much, much more.
I suggest offering them bombs. Small,
unlit bombs. Those seem like things the gnolls would find very useful, and since they're one-use they can't stockpile them until they have enough--they would keep needing them.
