The control panel isn't working, so you can't open the teleporter to get inside it.

The control panel isn't locked. It doesn't require cards. The teleporter isn't opening because its conduits are damaged causing fatal error due to lack of power or something. The control panel reports this in incomprehensible code whenever you try to access it.

You already tried all the cards on the locker.

When you ask 0031 to try to read the code, he can't make any more sense out of it than you can.

Damn it Three-Zero! You could've gotten me killed!! You grin and he starts pouting.
