Urghghhh

Quote
Finally, there were some individuals who remained on the surface, living on the less radioactive regions of the planet. While lifespans were short and life was harsh, some bunkers lasted by themselves for at least a few months. They too died out, but not before preparing their world's secrets for future generations to uncover.

The last sentence specifically says they died out.

Permanent residence is nearly impossible. Otherwise I can't justify having them building giant skytowers. :P

Yeah, but back in the olden times when they were still there...

Alright so I set up some rudimentary character sheets in the second post. Now before we start, I need to know how your character would respond to the letter in the OP. I'll repost it for good measure.

Quote
Dear [PLAYER_NAME],

It is of utmost importance that you read carefully what I have written for you. You have skills, skills which I want. Skills which I have been looking for in order to achieve what I have dreamed of, for decades. This will change everything, and you may be giving up all that you know and love to help make this dream a reality. This is quite a lot to ask, so I will leave the choice to you.

If you wish to partake in my adventures, place the attached feather on your right ear and have the coin ready with you. When my agents see you, they will take you to my residence where I will discuss these things in greater detail. If you choose not to accept, you will be allowed to return to your previous way of life uninterrupted.

Sincerely,
The Gentleman

If you want any outside information that you're not sure about (what your character was doing beforehand, what your residence is like, what friends you have, what you'd be leaving behind, etc) then just ask.

The letter that is sent back by Kyle is simple. It just says 'aight'.

Shane just says: "Very well." and obeys the instructions in the letter.

*There is no return address on the letter. It is literally just a piece of paper with the text and the two objects attached.*

Sorry. Kyle says 'aight' and does as the letter says after saying good bye to his friends and family.

I am no serving dog, ready to bow at the whim of some stupid Cur. If this man wants me he can come for me himself.
Snap the feather in half and attach it to my left ear.

"Hm. Cloak and dagger. I see."
Nathom allows himself a small smile at the seal, a smile which only grows as he reads the letter. Finally, he sits back in his chair.
'Interesting indeed. I would like to think that this mysterious person, the sender, has the acquisition of knowledge in mind, and not just material gain. Only one way to find out, however, and this is too tempting a possibility to pass up.'

Nathom, unable to withstand the lure of knowledge, attaches the feather to his right ear as instructed.
He spends the next while in a state of nervous excitement, wondering just what the sender's plan is. He also goes over his records, as scant as they are, reading up on various stories of old-world spies and agents, as well as pondering- and investigating- just where the letter came from, and how it was delivered to him.

"Is there any reason I should help you? Like a reward or something? I'm not going anywhere until I know what's happening. And I've got an army behind me, an army of hardened fighters ready to fight on my command. So The Gentleman. Come to here, and we will discuss the terms. I'm not going with your agents anywhere."
