All I can think of is maybe an Artificer. If you mean literal cannons, anyway.

I was going to suggest Warblade, as that's a simple, easy class to learn and play, until he said Mobile Artillery. The thing about mundane ranged builds is that, at high levels, they simply don't have as much damage potential as a spell-caster.
Personally, I would recommend a psychic class, possibly a Psionic Warrior.

Or he could take my method, and make a large creature that literally uses siege weaponry as a weapon. I think there are rules for cannons as siege equipment somewhere...

I know there's cannons in Stormwrack, but those require multiple people to operate. A quick Google doesn't turn up much WOTC rules.

For items, use the Dungeon Masters' Guide, the Magical Item Compendium, and the Arms and Equipment Guide. For races, you want to search through the five Monster Manuals and possibly the Fiend Folio.

Do note that with this, you somehow need to come up with +4 LA, through a single template or using a +LA race.
