You can choose any one piece of Headwear and one Item used by any of the classes in the first Scenario to bring along with you to future scenarios. Whether you actually use the hat and/or item is up to you.
I don't see any period restrictions here.

You didn't make it clear which noun that clause modifies, so you left a loophole open.

As we go into the next Scenario, we should also discuss the ideas to gameplay brought up in the previous round, that include:

*Increasing total Lives from 3 to 4 or 5.
*As per Rolerpgeek's suggestion, making the player characters more lethal and/or enemy units less lethal.

All y'alls thoughts?

I'd say up to four and make the PC's more lethal. It makes sense in the beginning at least since we either are better trained or more lethal than a mook to begin with.

So, you're saying that killing the initial, low-point-value footsoldiers should be overall easier to kill, but the advantage lessens as the more elite enemy soldiers start arriving?

Yeah. Or give everyone a fatigue meter that gets bonuses for a fresh character. But that one sounds complicated.

I support making the main characters more powerful. It helps gameplay value and dramatization of the scene if the characters finally perish under a hail of wounds after slaying scores of foes and all that.

Maybe add some sort of "Luck" system, where you get a certain number of rerolls for critical actions? You could reward players with rerolls for killing enemies.

Sounds good to me. A fatigue meter also seems like a good idea, if it isn't too much work.
