I'd say up to four and make the PC's more lethal. It makes sense in the beginning at least since we either are better trained or more lethal than a mook to begin with.
So, you're saying that killing the initial, low-point-value footsoldiers should be overall easier to kill, but the advantage lessens as the more elite enemy soldiers start arriving?
Sounds good to me. A fatigue meter also seems like a good idea, if it isn't too much work.

How would fatigue work?

The simplest way would be to have units who have been in battle at least X turns take a -Y penalty to rolls Z, perhaps with a couple gradients.

Pretty much.
It also allows enemies to be that much weaker without screwing up game balance, and it keeps rounds from dragging out too long.
And since it applies to both sides, it means that any unintentionally tough enemies will be suffering penalties after a bit, too! And heck, it gives another place for units to have bonuses/maluses to! (E.g, artillery folks would probably take Fatigue slower, some warriors might be more or less resistant to it, etc.)

Honestly, that would be implementing some additional lives but forsaking the fatigue system. A few people want it, so that's why I'm keep it afloat, and I'll put a simple fatigue system in if a majority calls for it.

So far, I haven't got a majority call on anything yet. So...

Thanks, I'd be much more willing to incorporate a fatigue system if I didn't need to keep track of all the other stuff simultaneously, and wasn't constantly going over 40000 character per turn.

It seems that Saigo no Shinryaku sits comfortably in first place for the polls, though Final Blossoming wasn't far behind. So now, before the next game begins, I'll have a couple more polls for proposed gameplay implements.
