The Rim federation was a typo, and does not exist.

On a side note, here is a short abbreviation of the Rim league's rules

1. The rules of the Rim League are supreme, and will be followed by all member nations
2. A 51% majority might force a single exception to the rules, changing them requires unanimous vote*

I think #5 means that it is house Saeta's job to inform any potential settlers that system is claimed.
If they never got those data drones then their position is solid

Problem here is
a)It looks like they expected an attack, drones went home as soon as our ship arrived. Yes, it may be an anti-piracy plan, but still suspicious...
b) Probability that severals drones failed without a reason is very slim
