This isn't quite a house, it's a concrete bathroom in Central Park.  More power to Patrick if he can find any kind of carry-bag here besides Thomas's briefcase.

Carefully look around, first in the bathroom, then immediately outside, for trash (or better than trash, but hey, trash works and I expect to find some) which can contain water.  Resealable trash is best, but even bags can be tied closed to hold water.  A pop-top can could be carried upright to avoid spilling it.  Rinse, and if there is soap, wash and re-rinse, whatever trash seems easiest to hold water and carry with us/me, then fill it up and if there's a decent quantity, offer to share the various containers.

Talk to Thomas and Patrick, would either or both be willing to help carry some water, or will I just be taking water for myself?

Keep talking to Thomas and Patrick.  Does either have family in the city, or any other reason to do anything other than immediately leave as safely as possible?

Any health issues that are going to make getting out harder?  Any objections to that sewer idea, or offer of a better plan?  If so, I'm listening and discussing - if not, I'm heading into the night with whatever water I can easily and comfortably carry (in addition to my existing water bottle), either alone or with one or both of them, slow and cautious, keeping to the deepest shadows, as I look around for a manhole cover or any similar safe way to access the underground portion of the city.  I'll keep my eyes open and be fast to react to anything that seems a good idea to think about or react to.

Edited to add:  Before leaving, mention to or discuss with Thomas - a garbage dump probably is no safer than here.  Out is likely the only 'good' answer for long term survival, but I'm willing to listen to reason if you can help me understand why you think I'm mistaken.

Searching around the stalls and the general bathroom, you find toilet paper and a disgustingly used plunger. You could probably pull a rusty pipe off a sink if you really wanted to you find. Through the garbage in the bathroom you don't find too much besides used tissues and some used condoms. As you start to give up, a little glint catches your eye. A used lighter. Taking a second to look at the plastic, you successfully light it quickly after several tries. Perhaps you may want to drop the poop plunger now. But you do as you see fit. The toilet paper and used lighter easily fit in your pockets and the plunger you can carry with a free arm, though it will make the hunting rifle harder to aim.

While you speak to them, it seems neither of them answer back, nor seem to care at all. Understandable, it was a situation which some might only look out for themselves. You head out of the concrete building looking for a manhole. The easiest way to find one would be to get to the street. Carefully you attempt to sneak(5 v 2). You definitely see some people on the streets its busy, but as you stick to the bushes none of them notice you. They seem obviously too busy enjoying their new found freedoms in this portion of the city. You spot a manhole cover. Though removing it with your hands would probably be impossible. You'd at least need a crowbar or find someway to remove it. For now you stay in the bushes, studying the nearby people reveals some of them are armed. Three in total, one has a baseball bat, one has a pipe and you can't see a weapon on the third person. You could probably sneak up and kill one of them but the other two would be a problem.

Seems to have suffered shock. Cradling in the corner to himself he cries for his mommy. A well-aged man like himself whose mother most likely has long since passed. A very embarrassing sight indeed.

Waking, you find yourself in the business district. You are in a hospital. Your room deserted, the back-up energy to the place darkens the rooms, illuminated by the emergency lights, a deep red coats the halls. A pre-recorded message on the intercom asks for you to calmly and quietly retreat outside through the fire exits or nearby emergency exits. You immediately understand something was wrong with this picture. There were no hospital staff, and blood coated some of the other rooms. You grabbed some medicine, and medical supplies, as well as searching through the nearby cabinets when doing so, find a bone saw. It would do in this situation. You also manage to take a scalpel in your other hand, promptly dual-wielding like some sort of bad ass.

Wait for the guy who just left, if he's gone then go down town looking for a hunting shop or gun shop.

Start using some of the more flammable and explosive medical assistance to create grenades. I have NO idea what's behind these doors....

Jane is going to:

1)  Make sure she remembers where the manhole is, and the routes she has so far taken to and are considering taking from it - coming back to it again is totally a plan.

2)  Take a moment to observe good routes towards the street from this location.  (you said You definitely see some people on the streets its busy so I am assuming I can see at least a portion of at least two streets from near the manhole cover.  Keep an eye on the three people I can see as I do this - what are they doing?  Where are they headed?  Are they being careful at all?  Do they appear to be observant?  Can I see anything to suggest what sort of weapon the third has, or is he acting like he doesn't have one (by staying close to one of the others, moving with less confidence and more caution, or other giveaway)

3)  Note stopped cars visible from this location. My goal target is a visibly broken-into car, ideally with smashed windows and/or ripped off doors but otherwise undamaged and WITHOUT an alarm blaring, one that is in shadow and not close to anything burning or overly close to the people I can see.  If there is more than one silent and clearly broken-into car in that shadowy area, that is vastly better.

4)  My plan goes further, but I need this information before I can precisely define it.
