You can attack if ALL of these required have been found true:

Over 110 GDP/Have ever been over 14k troops
Target is within 75% to 200% of your current GDP
Target has been out of a war more than 3 turns

These are suggested:

Elite training for troops
Same level or higher level tech
1.5x to 2.5x number of troops as target
Target is inactive
Same level airforce or greater
(Current Growth)x2+(Troop Amount)>(Target's Growth)x2+(Target's Troops)

edit: AND SWEET JESUS MAKE SURE THEY ARE NOT IN AN ALLIANCE (or they are in a very small alliance of like 2 or 3 people)

I think that is just a hard coded thing MoLAoS. People in this thread have said you can only attack people with 200% to 75% your GDP. And at least for the 75% limit that seems to be totally true.

Yeah, it appears that was the problem. Now it says I'm too poor to start a war. I guess my GDP needs to hit 115.

Each Ghandi will lower your rep by one or two levels. Therefore, wait until you are no longer in the red to safely attack a Ghandi. If you are Pariah and you attack a Ghandi, you might go Axis of Evil if you were borderline Mad Dog before the attack.

edit: Also, Axis of Evil does the following (being reset to "normal" means game start values)

50% chance of nothing happening each turn

50% chance of all of the following
-Slight GDP loss (around 15)
-Troop training set to lowest
-Troops reset to 10k
-Growth reset to 0 (I think, not sure)
-Increase in rebels
-Manpower left AS IS (I believe, it MAY be reset if it is higher than halved. I had halved and it stayed halved)
-Reputation reset to normal
-Approval reset to normal
-Stability reset to normal
-QoL left AS IS (I believe, it MAY be reset if it is higher than average. I had poor and it stayed at poor)
-All cash confiscated
-All oil confiscated
-All Chemical Weapons confiscated
-Tech level left AS IS
-Flag picture changed
-Leader picture changed


At least, that's what I noticed when I was "reset". If anyone DOES get reset, let us know ASAP or you are potentially one of the juiciest targets around

I have 20k, troops, do I also need 110+ GDP? Mine is 103 now with 1 growth.

I don't have the money to get another 9 and won't for a bit. How to hit 110 as soon as possible?

I figured. Well I have no money and so no way to increase growth for a while.

If you stay up for about 4 hours, I can send you enough cash to get 9 growth. You really ought to just sit as low as you can until you max your QoL, Stability, and Approval though. Especially since QoL and Approval are raised by hospitals, which you can farm the cash for while you cannot be attacked.

Okay, thanks. That would help. I can easily handle an attack a turn, which I believe is the limit. I kinda wish the game was more fast paced but ah well.

If nobody else hits him I'll be attacking him when the turn ticks over. If anyone else does he'll be too low for me.

My stuff is pretty high. Developed QoL. How much higher does it go? Approval is Loved. Stability isn't as good though.
