Yes, but Oxford or no, you only use a separating comma in lists of three or more items.  So, in other words:
  • Three items, with Oxford: A, B, and C
  • Three items, no Oxford: A, B and C
  • Two items: A and B

I wouldn't worry too much over the matter, though.  What's most important is that the list is understandable, whether it's because you replaced your commas with semi-colons, introduced commas where a very strongly prescriptivist approach would oppose such, or simply reorganized your sentence from the first word on.

How many coral reefs were destroyed and can they be regrown? The US Navy for example do that neat thing where when they are destroying one of their ships, they do it in some shallows somewhere so coral can use the ship's hulk as a growing point

Looking it up, it seems twice as much reef has been destroyed by illegal Chinese clam fishing than by their base construction

I once spoke to a coastal Chinese who asked me a question. He asked me, what is evil? I thought this was some deep question on the nature of good and evil, but he told me, evil is mainland Chinese. I was so caught off guard by this answer that I choked on my tea. There are people who hate Chinese bureaucrats much more than I hold fault to European bureaucrats.

On the topic of the EU, due to Chinese lobbying, Slovenia and Croatia maritime dispute, the EU has given no statement. European bureaucrats do not have their own morality, they are mercenary professionals

Gotta justify the expense of that tunnel, when the wall goes up it'll be across the German border, Anglo-France will be the new Britain after Scotland and Northern Ireland leave.

A weird fact about Melbourne:
Tell a foreigner you're from [small Australian town] and they'll ask you if it's near Melbourne, not Sydney.

North Melbourne is Best Melbourne.

btw I have a room for rent in worst Melbourne. It's a 2 bedroom place, large room, close to shops, with a tram to the city right outside the house, electricity included in rent.
