The exchange starts right after the turn in which the agreement is forged.

So if a Lord agrees on an exchange in Turn 6, the trade is active from Turn 7 onwards.

Err, no, it doesn't work like that.

The surpluses just 'are' there :P Nothing happens to them, they're not used up and they're not stored anywhere either.

In theory surplus only has one major use, it prolongs the time you can withstand a siege if you have extra food to make up for the reduced food income.
Other then that it's only uses are converting it into something else or for trade.

Oh. I just assumed it meant stores for later, but I guess it makes sense either way.
