The colony ship(s) would need to have at minimum these features:
1) Have the ability to land safely on the planet to serve as the bio-dome until the air is able to be breathed
2) Support 1000 people for as long as possible, preferably indefinitely
3) Have a dedicated robotic construction facility

As for the cost, why not make this an international project between our three nations?  We will provide the population and as many raw materials as we can spare, with you providing the manufacturing portions.  When we arrive at Mars, we can be the first to exploit the untouched planetary resources, giving us an edge over the other nations.  We can lead the world into a new future.  If you do accept this, I would like to have known that we would like to have Eiretic join this effort.  Their AI advances could bode well for the project.
