Just wondering if I might be able to suggest my Dwarven Voices mod project? I haven't been able to test it in live action yet and since this fort is all about community involvment, it seems really fitting.
I have a link to it in my sig, and since all it alters is an addition to entity positions, you can add it in even after the world is genned.
Fitting, yes. I wish you had mentioned it before I had generated the world, though, because entities are actually pretty much immune to change postworldgen, last I checked.
Actually, that would only affect the positions appearence in legends, in fort mode they will show up, at least it did when I ran my testing, and because of the way I coded them, they won't show up in legends, anyway, for some reason, so it's not too late.

I'd go with a couple of miners, woodworker, smith/mechanic, and a couple of (to be) soldiers with Teacher and [weapon]dwarf skills.
Bring picks, an anvil, logs, seeds, copper nuggets and cassiterite (for bronze, the soldiers need weapons and helms), a couple pf cats and dogs, geese, booze, and anything else that needs bringing.

Most of these are theoretically not incompatible. Should we try to blend them together into something, or pick and choose?
