That's intentional.
I really liked this touch when I first noticed it; it's a great creepy out-of-the-way sort of place, especially because it doesn't require any special access.

That was the intention :) It's a really nice place to hide until the heat blows over, because it sees so little traffic, and is so out of the way.

I actually recall stashing a bunch of contraband in there one round. Not in a container or anything, just lying on the ground, and it was all still there when I retrieved it after the shuttle call.

Kind of tangentially related to all of the AI stuff up above: I never play AI, though my friend who plays it frequently has told me that as an AI he has been asked to uncuff people, move objects around (such as chairs and lockers), and generally do the impossible. To top this off these occurrences happened multiple times in different rounds.

Not too related, but I got a chuckle off of the story. I've been in rounds with him when impossible requests happened as well.

I helped cause this.
Some guy revamped wizard with new spells, one of those fires a ray of fire that when it hits spawns plasma-generating birds. I fired one ray at security and then security was GONE.
The spells are harry-potter based and you need a wand instead of robes, but that fire spell was the only one I took.

Let's make it clear now, over here at Bay 12 we do not encourage performing the obliteration of noodles, Chinese or otherwise.

E: I know I'm wishing for... well, not impossible, but pretty damn unlikely, but would, uh, 15 people happen to decide to join about now? We have 6 people online and Sandbox.

Actually, if you want to play as an AI with rigid laws, play a different game (perhaps one that doesn't use Asimov's as a default, and doesn't have AIs whose core is a human brain). Asimov's is a literary device intended to leave lots of grey areas and story opportunities, not rigidly bind an AI's actions.
That's Asimov's laws as a plot device, not Asimov's laws as a gameplay mechanic. The bottom line is that an AI that just loopholes their way into doing whatever they want is a bad AI, in the same way that a HoS that takes advantage of their position to abuse people is a bad HoS
This is essentially a role-playing game. Plot device == game mechanic. The laws are designed to create conflict, which helps to drive the story, whether that story is a novel or a cooperative spess game in spess.
